Major Inquiry Initiated at Cardiology Department

A prominent cardiac care facility in Himachal Pradesh is facing scrutiny following an unexpected inspection at the Cardiology Department of Dr. Rajendra Prasad Government Medical College (RPGMC) in Tanda. This inspection reportedly revealed a significant stockpile of cardiac consumables improperly stored within the Cath Lab, violating established protocols.

The situation has prompted a high-level inquiry, resulted in the transfer of the department head, and ignited political debates, although hospital officials assure that patient care will remain unaffected.

Details of the Inspection

Sources from the hospital indicate that the inspection was conducted by a team led by Principal Dr. Milap Sharma, along with senior administrative officials. During this inspection, a considerable amount of cardiac consumables, such as stents, catheters, and balloons used in angioplasty, was discovered in storage areas of the Cath Lab.

The materials retrieved are currently under review for their manufacturing and expiry dates, as well as procurement records and billing documents. A committee formed by the Health Department is investigating the financial aspects and sources of procurement to identify any procedural or financial discrepancies.

Principal Addresses the Media

In a media briefing, Principal Dr. Milap Sharma explained that the inspection was prompted by credible complaints regarding the excessive accumulation of cardiac consumables in the Cath Lab.

He emphasized that standard medical protocols allow only the consumables necessary for daily procedures or emergencies to be stored in operation theatres and Cath Labs.

"Keeping such a large stock in the Cath Lab contradicts established norms and necessitated a thorough inquiry," Dr. Sharma stated.

He also clarified that staff members were asked to turn off their mobile phones during the inspection to prevent any potential tampering with evidence and to maintain transparency.

Leadership Changes Amid Controversy

In light of the ongoing controversy, Dr. Mukul Bhatnagar, the Head of the Cardiology Department, has been reassigned to the Directorate of Medical Education and Research (DMER) in Shimla as an Officer on Special Duty (OSD).

Dr. Sharma confirmed this change as an administrative decision aimed at promoting departmental discipline and ensuring an impartial inquiry.

The transfer has elicited mixed reactions; while some doctors have raised concerns about departmental operations, many former patients and local residents have expressed support for Dr. Bhatnagar, praising his contributions to enhancing cardiac care services at Tanda since 2013.

Impact on Patient Services

The unfolding situation has also affected healthcare delivery at the facility, which caters to patients from Kangra, Chamba, Hamirpur, Una, Mandi, and surrounding districts.

Following the transfer and ongoing inquiry, the department is experiencing a shortage of specialist cardiologists, leading to delays in outpatient consultations and diagnostic tests. Patients are reportedly facing wait times of several months for echocardiography and related procedures.

To maintain service continuity, senior physicians from the Department of Medicine have been temporarily assigned to oversee cardiology outpatient clinics.

New Cardiologists Assigned

To reassure the public, Dr. Sharma announced that the government has promptly assigned two cardiologists to Tanda Medical College.

These doctors include Dr. Akki Kumar, an Assistant Professor transferred from Hamirpur Medical College, and Dr. Soni Kumar, an Assistant Professor transferred from Mandi Medical College.

According to the Principal, normal operations of the Cardiology OPD and Cath Lab will resume once the newly appointed specialists officially take charge.

Political Reactions to the Situation

The issue has taken on political significance, with opposition leaders accusing the government of undermining one of the state's key healthcare institutions through administrative actions and transfer policies.

Former Chief Minister Jai Ram Thakur has criticized the government's management of the situation, while BJP MLA Janak Raj has expressed concerns regarding the implications for critically ill cardiac patients.

Nevertheless, the government asserts that these actions are intended to promote transparency, accountability, and uninterrupted patient care.

Ongoing Investigation

The high-level committee is currently reviewing the recovered consumables, procurement records, batch numbers, and related financial transactions. Investigators are also expected to explore whether any external suppliers were involved in the alleged irregularities.

Officials have emphasized that the investigation is still in progress, and no final conclusions have been drawn. The inquiry's findings will determine if any violations of hospital protocols, procurement standards, or financial regulations occurred.

In the meantime, one of Himachal Pradesh's crucial cardiac care centers remains embroiled in a controversy that has captured the attention of patients, healthcare professionals, and political figures alike.
