Indian Railways Introduces New Ticket Cancellation Rules to Combat Black Marketing
Revised Ticket Cancellation Policies
New Delhi, March 24: Indian Railways has updated its ticket cancellation policies to prevent the exploitation of the booking system by touts involved in black marketing. These new regulations also provide passengers with greater flexibility for last-minute changes to their boarding stations.
The updated rules will determine refunds based on the time remaining until the train's departure and will allow passengers to modify their boarding stations, enhancing convenience.
These changes will be implemented in phases from April 1 to April 15, 2026.
Passengers who cancel their tickets more than 72 hours prior to departure will receive the highest refund, with only a nominal cancellation fee applied. For cancellations made between 72 and 24 hours before departure, a deduction of 25 percent of the fare will apply, subject to a minimum charge.
The penalties increase for cancellations made closer to departure. If a ticket is canceled between 24 and 8 hours before the train leaves, 50 percent of the fare will be deducted, with a minimum charge applicable. No refunds will be issued for cancellations made less than 8 hours before departure.
Railways Minister Ashwini Vaishnaw noted that an analysis of ticketing trends revealed that touts often booked extra tickets and canceled unsold ones shortly before departure, thus reclaiming significant amounts as refunds. He emphasized that the new refund policies aim to reduce ticket hoarding by these touts.
Additionally, Indian Railways has permitted passengers to change their boarding station up to 30 minutes before the train's scheduled departure. This adjustment is particularly beneficial for travelers in cities with multiple stations, allowing them to select the most convenient boarding point.
This provision is expected to be advantageous in larger cities with several stations, as it gives passengers the option to board from any of those locations. Currently, changes to the boarding point are only allowed before the chart preparation.
