Funding Suspension Overview

The International Cricket Council (ICC) has decided to suspend its financial support to Cricket Canada for a period of six months due to governance-related issues. This decision represents a significant financial blow to the Associate Member board. Reports indicate that the ICC communicated this decision to Cricket Canada earlier this week. Fortunately, this funding halt is not anticipated to disrupt ongoing cricket activities, including those of the national team and high-performance programs.

Financial Dependency on ICC

Cricket Canada is heavily reliant on financial assistance from the ICC. According to financial records for the year ending 2024, distributions from the ICC constituted approximately 63% of the organization’s total income, amounting to CAD 3.6 million out of total revenues of CAD 5.7 million.

Governance Concerns and Investigations

While the ICC has not specified the exact governance failures, a Canadian investigative program, 'Fifth Estate', has reported alleged violations of ICC policies. These include issues related to governance standards and financial oversight within the board. The suspension occurs during a challenging time for Cricket Canada, which has been embroiled in various administrative and integrity-related controversies over the past year.

Currently, an investigation is underway regarding Canada's match against New Zealand during the recent ICC Men's T20 World Cup, led by the ICC's Anti-Corruption Unit (ACU).

In another ongoing investigation, former head coach Khurram Chohan allegedly claimed in a leaked recording that he was pressured by former senior board members to select specific players for the national team. The recording also reportedly contains allegations of match-fixing attempts. Last month, Andrew Ephgrave, the interim head of the ICC's anti-corruption unit, mentioned that governance issues involving ICC members are addressed through the governing body's constitutional processes.

Administrative Instability

Cricket Canada has also experienced administrative turmoil, particularly surrounding the appointment and subsequent dismissal of former CEO Salman Khan. His hiring drew scrutiny from the ICC due to undisclosed prior criminal charges. Khan has since been charged with theft and fraud by Calgary Police, although he has denied these allegations.

Recent Leadership Changes

In a recent development, Arvinder Khosa was elected as the new president of Cricket Canada, having previously served in an interim capacity. He replaces former president Amjad Bajwa.

The ICC's funding suspension followed Cricket Canada's annual general meeting held on May 9 and 10, during which the board announced a series of reforms as part of an 'ongoing governance transformation initiative.' A new nine-member board of directors was also elected during this meeting.

The ICC has not made any official comments regarding the funding suspension, and Cricket Canada has yet to provide a formal response.
