New Delhi: On Thursday, Prime Minister Narendra Modi emphasized the importance of continually modernizing civil services to align with contemporary needs, aiming for the vision of 'Viksit Bharat' (Developed India).
During a video address for the launch of 'Sadhana Saptah', he highlighted that governance should enhance the daily lives and living standards of citizens.
Modi reiterated that the guiding principle of governance is encapsulated in the mantra 'Nagrik Devo Bhavah' (citizens are akin to gods). This philosophy aims to make public services more responsive and effective in addressing citizens' needs.
He remarked that reforming administrative services also entails a shift in the mindset of public servants. Unlike the past, where the focus was on authority, the current emphasis is on a sense of duty.
The Prime Minister pointed out that ongoing initiatives should be viewed within the broader context of achieving 'Viksit Bharat' by 2047.
He posed critical questions regarding the impact of civil servants' work on national development, the potential to transform citizens' lives through decisions, and how personal growth can lead to institutional change.
Modi stressed that proficiency in technology is now a vital component of public service.
To be effective administrators, public servants must grasp technology and data, which will inform their decision-making processes. Efforts are underway to enhance skills and promote continuous learning in artificial intelligence.
The 'Sadhana Saptah' (Strengthening Adaptive Development and Humane Aptitude for National Advancement) is a significant collaborative initiative aimed at building capacity within India's civil services. Organized by the Capacity Building Commission (CBC) from April 2 to 8, it seeks to enhance governance by fostering transparency, accountability, and citizen-centric approaches.
The CBC is responsible for establishing frameworks, setting standards, and promoting collaboration to ensure that governance is prepared for the future. It oversees the Mission Karmayogi framework, which aims to reform civil services through capacity-building and competency-based education.
