Himachal Pradesh's Digital Reforms Set to Save ₹16.83 Crore, Says Chief Minister Sukhu

Chief Minister Sukhvinder Singh Sukhu has reiterated the state government's dedication to systemic reform under the initiative known as Vyavastha Parivartan. He emphasized the recent digital and administrative advancements within the Himachal Pradesh State Electricity Board Limited (HPSEBL).
Focus on Transparency and Efficiency
The Chief Minister highlighted that by emphasizing transparent procurement and technological independence, the state is enhancing consumer services while also moving towards improved financial management. He stated, “The government’s objective is clear—it seeks to transform the system rather than just maintain it.”
Cost-Effective Reforms
A significant reform involves substituting costly outsourcing with competitive and transparent bidding processes. This change has led to a reduction in the annual support cost for electricity billing and Enterprise Resource Planning (ERP) by nearly 46%, decreasing from ₹12.29 crore to ₹6.68 crore. This initiative is projected to save the state approximately ₹5.61 crore each year, amounting to ₹16.83 crore over a three-year period.
Redirecting Resources for Public Welfare
“These public funds will now be redirected towards the welfare of the citizens of Himachal, rather than being wasted on ineffective legacy contracts,” the Chief Minister remarked.
Enhancing Ease of Living
With a focus on Ease of Living, the Chief Minister pointed out that HPSEBL’s digitization initiatives are aimed at benefiting nearly 29 lakh domestic and industrial consumers. Services such as online applications for new connections, smart billing, and prepaid metering are designed to help citizens bypass bureaucratic obstacles and access utilities more effectively.
Strengthening Consumer Services
He further noted that HPSEBL has improved consumer services through comprehensive digitization, allowing for online bill payments, complaint registrations, and quicker grievance resolutions. To enhance financial stability, the government is focused on reducing AT&C losses, ensuring timely billing and collections, plugging revenue leaks, and optimizing operational costs.
Future Plans for Financial Sustainability
The Chief Minister also discussed future strategies to bolster financial sustainability through improved power purchase planning and data-driven decision-making. “Vyavastha Parivartan is about fostering self-reliance and accountability within institutions,” he stated. “By incorporating technologies such as Business Intelligence and AI-ready platforms, we are establishing the groundwork for a modern, prosperous, and self-sufficient Himachal Pradesh by 2027.”
