Himachal Pradesh University Celebrates 57th Foundation Day with Calls for Teacher Promotions

During the 57th Foundation Day of Himachal Pradesh University, the Himachal Pradesh University Teachers’ Welfare Association (HPPUTWA) and the Himachal Government College Teachers’ Association (HGCTA) conveyed their warm regards to all educators, students, researchers, staff, and alumni. The associations expressed optimism that the university will continue to reach new heights in higher education, research, innovation, and social responsibility, thereby enhancing its national standing.
In a collaborative statement, HPPUTWA President Dr. Nitin Vyas, General Secretary Dr. Ankush Bhardwaj, HGCTA Vice President Dr. Nikhil Sarta, and General Secretary Dr. Sanjay Kangon highlighted that Himachal Pradesh University serves as more than just an academic institution; it is a center for intellectual, cultural, and social awareness. Over its 57-year history, the university has educated thousands of students who have excelled in various fields, including administration, judiciary, education, science, politics, literature, tourism, industry, and numerous national and international organizations.
The leaders noted the special importance of this year's celebration, as Chief Minister Sukhvinder Singh Thakur, an alumnus of HPU, will be the chief guest at the event. They remarked that it is a source of pride and motivation for the university community to have a former student now serving as the Chief Minister of the state.
While honoring the university's legacy, the associations also raised concerns regarding urgent issues in higher education. They called on the Chief Minister to announce the long-awaited restoration of promotions under the Career Advancement Scheme (CAS) for university and government college educators. They emphasized that CAS is not just about salary increases but also about acknowledging academic contributions, research, publications, innovation, mentorship, and institutional growth. The ongoing delays in promotions have negatively impacted teachers' morale, academic advancement, and the state's competitiveness in national rankings.
The statement highlighted that while most states adhere to University Grants Commission (UGC) guidelines and regularly conduct CAS promotions, Himachal Pradesh has halted the process due to government notifications, leaving many eligible teachers in limbo. This situation, they cautioned, affects the overall quality and competitiveness of the state's higher education system.
The associations urged the Chief Minister to make a landmark announcement on this Foundation Day by reinstating CAS promotions, which would not only provide justice to countless teachers but also invigorate the higher education sector. They reiterated that teachers have consistently prioritized students' interests, even in difficult situations, and continue to play a crucial role in implementing the National Education Policy, promoting research, and encouraging innovation.
In closing, both associations once again extended their heartfelt wishes on HPU's Foundation Day, expressing hope for the university's ongoing success, academic excellence, and a bright future for its students.
