Himachal Pradesh University Celebrates 57th Foundation Day with Calls for Teacher Promotions

During the 57th Foundation Day of Himachal Pradesh University, the Himachal Pradesh University Teachers’ Welfare Association (HAPPUTWA) and the Himachal Government College Teachers’ Association (HGCTA) conveyed their warm wishes to all educators, students, researchers, staff, and alumni.

The associations expressed optimism that the university will continue to reach new heights in higher education, research, innovation, and social responsibility, thereby enhancing its national standing.

In a joint statement, HAPPUTWA President Dr. Nitin Vyas, General Secretary Dr. Ankush Bhardwaj, HGCTA Vice President Dr. Nikhil Sarta, and General Secretary Dr. Sanjay Kangon emphasized the university's pivotal role as a center for intellectual, cultural, and social awareness. Over its 57-year history, it has produced numerous graduates who have excelled in various fields including administration, judiciary, education, science, politics, literature, tourism, industry, and international organizations.

This year's Foundation Day is particularly noteworthy as Chief Minister Sukhvinder Singh Thakur, an alumnus of the university, will be the chief guest for the celebrations. The associations highlighted the pride in having a former student now serving as the Chief Minister, which serves as an inspiration for the entire university community.

While celebrating, the educational leaders also stressed the urgent need for decisions regarding higher education. They called upon the Chief Minister to announce the reinstatement of the Career Advancement Scheme (CAS) promotions, which have been on hold for years due to government directives. Thousands of eligible educators in universities and government colleges are currently missing out on timely promotions, which adversely affects morale, academic growth, and research productivity.

They pointed out that CAS is not just about salary increases but also about acknowledging academic contributions, publications, innovation, mentorship, and institutional growth. Delays in promotions hinder research collaborations, quality rankings, and the overall competitiveness of higher education in the state.

The associations noted that most states adhere to University Grants Commission (UGC) guidelines and regularly conduct CAS promotions, while Himachal Pradesh's freeze has left many teachers at a disadvantage.

They urged the Chief Minister to make a landmark announcement on this Foundation Day by restoring CAS promotions, thereby providing justice to educators. Such a decision, they argued, would invigorate the higher education system, enhance academic environments, and uplift morale across universities and colleges.

In closing, both associations reiterated their heartfelt wishes on the university's Foundation Day, expressing hope for ongoing academic excellence and a promising future for students.
