Teachers' Delegation Meets Governor Over CAS Issues

A delegation representing the Joint Action Committee (JAC), which unites various teachers' associations from universities and colleges throughout Himachal Pradesh, recently met with the Hon’ble Governor, Shri Kavinder Gupta, at Lok Bhavan. The meeting was led by President Prof. Janardan Singh and General Secretary Dr. Nitin Vyas.
During this significant discussion, the delegation informed the Governor about the urgent issues confronting higher education institutions in the state, particularly the need for the immediate reinstatement of the Career Advancement Scheme (CAS).
The group presented a memorandum indicating that the CAS process has been unjustly halted by the state government since 2022, impacting approximately 1,500 to 2,000 educators across various universities and colleges. According to the University Grants Commission (UGC) guidelines, CAS is a compulsory promotion system, and its suspension not only infringes on teachers' rights but also hampers the advancement of the higher education sector.
Members of the JAC emphasized that CAS promotions extend beyond mere salary increases; they are fundamentally tied to academic development, research, innovation, and the enhancement of educational quality. The suspension of such a transparent and established process undermines teachers' morale, reduces their motivation, and ultimately affects the educational quality provided to students.
The committee expressed strong disapproval of the government's biased approach, noting that while promotion processes in other sectors continue without interruption, university and college educators are being denied their legal rights. They argued that this situation is both unconstitutional and detrimental to the education system.
Additionally, the delegation accused certain senior administrative officials, particularly IAS officers in the roles of Finance Secretary and Education Secretary, of misleading the government with incomplete and erroneous data, creating a false narrative that reinstating CAS would impose an excessive financial burden on the state. The JAC asserted that a thorough factual analysis would reveal the truth.
Concerns were also raised regarding the adverse effects of the halted CAS process on NAAC (National Assessment and Accreditation Council) grading, which assesses institutions based on faculty quality, research, promotions, and academic activities. The absence of CAS is likely to negatively impact the grading of Himachal’s institutions, damaging the state's academic reputation on a national level.
The delegation pointed out the declining conditions of major universities, including Himachal Pradesh University, CSK Himachal Pradesh Agricultural University, Dr. Y.S. Parmar University, Sardar Patel University Mandi, and Himachal Pradesh Technical University, which are suffering due to government neglect, insufficient resources, and the denial of teachers' rights.
The JAC cautioned that if these matters are not addressed, the higher education system in the state could face long-term setbacks, such as declining academic standards, reduced research output, and a loss of talent. They stressed that investment in education should be viewed as future capital rather than an expense, criticizing the government's misplaced priorities.
The Hon’ble Governor listened carefully and assured the delegation of his intervention, promising to gather detailed information from relevant officials and the government. He reiterated the importance of maintaining high standards in higher education.
The JAC urged the Governor to instruct the state government to immediately reinstate CAS, thereby rectifying the injustices faced by teachers and fortifying the higher education system.
The delegation included Dr. Pradeep, Dr. Sunil, Dr. Anjali, Dr. Ajay Atri, and Dr. Balak Ram Thakur, along with representatives from various universities and colleges. All members unanimously declared the restoration of CAS as the most pressing demand of the teaching community.
In conclusion, the JAC issued a firm warning that if CAS is not reinstated without delay, a statewide agitation will be initiated, for which the government will be held fully accountable. The teaching community is prepared for a decisive struggle to protect its rights and will not accept further neglect.
