Opposition Raises Concerns Over Healthcare Scheme

The political climate in Himachal Pradesh intensified on Thursday as Jairam Thakur, the former Chief Minister and current Leader of Opposition, launched a fierce critique against the state government. He accused it of attempting to 'systematically dismantle' the Himcare health initiative under the guise of alleged irregularities.
In a statement from Shimla, Thakur condemned the government's labeling of Himcare as a 'scam,' calling it 'insensitive and unjustified.' He emphasized that the scheme has been vital for providing healthcare support to economically disadvantaged groups.
Thakur characterized Himcare as a 'lifeline that restored dignity to the poor,' highlighting that it allowed numerous families to receive medical care without facing severe financial strain.
He noted that during the previous BJP administration, over 550,000 beneficiaries utilized Himcare and Ayushman Bharat, with the government spending more than ₹500 crore. 'Life-changing schemes are now being targeted for closure due to political motives,' he claimed.
Criticism of Current Governance
Thakur directed his criticism towards Chief Minister Sukhvinder Singh Sukhu, questioning the government's dedication to welfare-oriented policies. He alleged that rather than enhancing public services, the current administration is focused on 'withdrawing benefits and increasing financial burdens.'
He pointed out that many individuals who had previously postponed medical treatment due to financial issues were given 'a second chance at life' through Himcare, which eliminated the need to mortgage property or sell personal items.
Financial Discrepancies Highlighted
A significant issue raised by Thakur was the inconsistency in the government's financial reports regarding Himcare expenditures. He noted that during the ongoing Assembly session, the Chief Minister provided conflicting figures — ₹972 crore, ₹750 crore, and ₹1072 crore — in a brief timeframe.
'This raises serious concerns about financial transparency and accountability. The government must clarify the accurate expenditure and reveal the total outstanding liabilities,' he stated.
Allegations of Disruption in Healthcare Delivery
The Leader of Opposition further claimed that recent policy changes, such as limiting Himcare treatments to government hospitals, have negatively affected patients.
He alleged that delays in payments to suppliers have caused shortages of essential medications and surgical supplies in hospitals, leading to postponed procedures and compromised healthcare services. 'Reports of even basic medical supplies being unavailable highlight a troubling gap between claims and reality,' he remarked.
Broader Agenda of Welfare Scheme Rollbacks
Thakur expanded his critique beyond healthcare, accusing the government of a wider agenda to discontinue welfare initiatives established by the previous administration. He mentioned the termination of the Shagun and Kanyadaan schemes, which provided financial support to economically weaker families for their daughters' marriages.
He pointed out that the previous government had increased the Kanyadaan scheme's assistance from ₹31,000 to ₹51,000 and introduced Shagun to further aid underprivileged families.
Political Tensions Escalate
As both sides dig in their heels, the Himcare controversy is becoming a significant political issue in the state. The opposition's claims of policy rollbacks, financial opacity, and administrative inefficiency are expected to escalate discussions surrounding governance and welfare delivery in the days ahead.
