A vehicle transporting Himachal Pradesh's Public Works Minister Vikramaditya Singh was issued a fine in Shimla on Monday, coinciding with ongoing protests by lawyers against the city's sealed road regulations, which have sparked rising tensions regarding the contentious traffic management system.
The vehicle, which also carried former Himachal Pradesh Congress president and Mandi MP Pratibha Singh, was penalized ₹1,500 near Shilly Chowk for allegedly traversing a sealed road without the necessary authorization. Reports indicate that vehicles belonging to SDM Oshin Sharma and a senior police officer of DIG rank were similarly fined during the enforcement operation.
This incident occurred amidst a significant demonstration by legal professionals opposing the sealed road policy in the state capital. Numerous roads in Shimla are classified as sealed, limiting vehicle access unless specific permits are secured. Lawyers contend that these restrictions have caused undue inconvenience and have long sought a reassessment of the policy.
In a bid to escalate their protest, advocates marched from Oak Over to the State Secretariat, where they conducted a sit-in outside the complex, demanding direct discussions with Chief Minister Sukhvinder Singh Sukhu. Protesters also obstructed traffic near the Secretariat, resulting in a tense standoff with law enforcement and causing disruptions in the vicinity.
The protest featured intense exchanges at various points, necessitating the deployment of additional police forces to uphold order. During the demonstrations, advocates urged authorities to ensure consistent enforcement of traffic laws, regardless of an individual's official position.
The fine imposed on the minister's vehicle quickly captured public attention, with many perceiving it as an unusual instance of traffic regulations being applied to VIP vehicles amid increased public scrutiny. This incident has further fueled the ongoing debate surrounding Shimla's sealed road policy, exemptions for VIPs, and the broader issues raised by the legal community regarding access and mobility in the hill town.
