Fuel Prices Rise in Himachal Pradesh
Shimla: The cost of petrol and high-speed diesel has risen in Himachal Pradesh. The state government has introduced an 'Orphan and Widow Cess' on fuel, resulting in an increase of 60 paise per liter. These new rates took effect from midnight on August 12, 2026.

Legal Framework Established in April
The legal foundation for this cess was established during the budget session of the Himachal Pradesh Assembly in April 2026. At that time, the Himachal Pradesh VAT Amendment Act, 2026 was passed, which set a maximum limit of 5 rupees per liter for such cesses. The government has now issued a notification implementing an initial rate of 60 paise per liter.
Revenue for Social Welfare Programs
According to the government, the revenue generated from this cess will be utilized for social welfare initiatives. It is particularly aimed at supporting programs for underprivileged communities.

Reports indicate that on August 15, 2026, the board will distribute 20.61 crore rupees to 4,967 eligible beneficiaries through 14 welfare schemes. These schemes include support for marriage, education, death and funeral expenses, housing, and assistance for women.
Identifying Ineligible Beneficiaries
To enhance transparency in welfare programs, the board has conducted e-KYC verification of registered workers. Reports suggest that during the verification of approximately 98,000 registered laborers, around 70,000 ineligible beneficiaries were identified.
Investigations revealed that over 176 crore rupees were distributed to these ineligible individuals during the fiscal year 2021-22. The e-KYC process aims to remove such names and ensure that assistance reaches genuinely eligible individuals.
