District Authorities Enforce New Restrictions
As the New Year approaches, tourists planning to visit Himachal Pradesh should be aware of the serious repercussions for disregarding safety regulations. Authorities in various districts are enforcing stricter measures to prevent accidents and ensure public safety during the busy winter season.
In light of the significant influx of visitors and the increased risks associated with winter, the Kullu district administration has issued stringent directives under Section 111 of the Himachal Pradesh Police Act, 2007. These regulations clearly state that any violations during the New Year festivities could lead to legal consequences, including imprisonment.
Prohibition Near Water Bodies
In Kullu, access to areas near rivers and flood-prone zones has been restricted. This ban applies to both locals and tourists and will remain effective throughout the winter tourism period until further notice.
The decision to impose these restrictions follows numerous incidents where visitors have approached riverbanks for photography and leisure activities, despite prior warnings from officials. Areas such as the Bajoura-Solang Nullah stretch, the Bhuntar-Manikaran belt, and the Tirthan Khud region in Banjar subdivision have seen repeated violations.
Increased Risks During Winter
Officials have highlighted that winter conditions elevate the dangers near water bodies. Factors such as sudden water releases from upstream areas, icy surfaces, and low temperatures can transform a simple outing into a perilous situation.
Historically, there have been numerous accidents and fatalities linked to individuals entering restricted river zones. An official emphasized that these regulations are intended solely for public safety and to avert preventable tragedies, stating that only authorized activities related to adventure sports or livelihoods will be permitted with prior approval.
Consequences for Non-Compliance
Individuals who violate these orders will be prosecuted under Section 115 of the Himachal Pradesh Police Act, 2007. Penalties may include imprisonment for up to eight days, fines ranging from Rs 1,000 to Rs 5,000, or both.
The district administration has urged both tourists and residents to adhere strictly to these guidelines, particularly during the New Year celebrations when crowds are larger. Visitors are encouraged to avoid hazardous areas, heed local advisories, and cooperate with authorities to ensure a safe and enjoyable holiday experience in the region.
