Himachal Pradesh Implements Strict Ban on Mobile Phones in Schools
New Regulations to Enhance Discipline in Schools

The government of Himachal Pradesh has introduced a stringent policy prohibiting students from bringing mobile phones and other electronic devices to government schools. This initiative aims to restore discipline within classrooms.
The regulations will take effect on January 1, 2026, and will also restrict teachers from accessing social media during school hours, requiring their phones to remain silent.
The education department has explicitly banned all personal electronic devices, including smartphones, smartwatches, fitness trackers, headphones, tablets, music players, and gaming devices, from school grounds. This directive, issued by Education Secretary Rakesh Kanwar, modifies section 2.32 (B) of the School Education Code to enforce stricter gadget usage policies.
Exceptions for Health and Safety
The department noted that the unrestricted use of mobile phones has negatively impacted students' focus, discipline, and the overall learning environment. However, exceptions will be made for serious health or safety issues. In such cases, parents must submit a written request, which may be approved by the school principal or head.
Even in these exceptional circumstances, students will not be permitted to keep their phones. Instead, devices must be stored in a designated area within the school, and calls can only be made from that location.
Consequences for Violations
The government has adopted a strict approach towards violations of these rules. Students found with mobile phones or other prohibited devices will face disciplinary measures, and repeated offenses could result in expulsion. Additionally, school management committees may impose fines on students who violate these regulations, pending their approval.
Teachers are also subject to these restrictions. The use of mobile phones during teaching, laboratory sessions, examinations, or any academic activities is forbidden. Limited use is only allowed for academic purposes, official applications, digital content, attendance, or emergencies.
Furthermore, the use of social media, gaming applications, entertainment platforms, or non-academic audio or video content during school hours is entirely prohibited. Unauthorized recording of photos or videos is also banned. The responsibility for enforcing these rules lies with the school principal or head, who may face disciplinary action for non-compliance.
