Government Takes Steps to Ease Tensions

DHARAMSHALA: In a pivotal move to reduce friction between the state government and employees of the electricity board, the Himachal Pradesh administration has decided to retract the chargesheets filed against union leaders of the Himachal Pradesh State Electricity Board.


The resolution was achieved during a crucial meeting involving Chief Minister Sukhvinder Singh Sukhu and members of the Joint Action Committee (JAC) representing the electricity board employees and pensioners.


This meeting occurred from 5:30 PM to 6:30 PM at the Chief Minister’s Office in Shimla, where CM Sukhu expressed his discontent regarding the disciplinary measures taken against employee leaders. He instructed the Electricity Board management to promptly annul all chargesheets, labeling the action as contrary to the government's stance on democratic rights and employee involvement.

During the discussions, CM Sukhu criticized the prohibition on gatherings and protests at workplaces, asserting that such limitations violate the rightful entitlements of workers’ organizations. He emphasized, “The government does not aim to restrict the constitutional rights of employee unions,” reaffirming his administration’s commitment to fostering democratic dialogue.


New Recruitment Policy and Pension Scheme

The Chief Minister also revealed plans for a new recruitment policy for the Electricity Board, particularly targeting the hiring of field staff, with recruitment expected to commence soon under this new framework.


Commitment to the Old Pension Scheme


Reiterating his administration's dedication to employee welfare, CM Sukhu confirmed that the Old Pension Scheme (OPS) would be implemented for electricity board employees, requesting until October for its complete execution. He also directed the board management to promptly settle all outstanding leave encashments and gratuity payments for retired employees.


Formation of a Committee for Employee Concerns

Furthermore, the Chief Minister announced the establishment of a committee consisting of employees and board officials to tackle various unresolved issues and policy matters. Union leaders have also called for a permanent policy for outsourced staff, advocating for equitable employment practices and long-term job security.
