The Himachal Pradesh government has taken a significant step towards administrative reform by introducing a groundbreaking amendment bill in the state Assembly on Monday. This initiative aims to overhaul the recruitment and service rule processes across all government sectors.


The proposed legislation, known as the Employees Act-2025, is anticipated to be one of the most impactful human resource reforms in recent years. Its primary goal is to reduce bureaucratic hurdles and facilitate quicker, more transparent hiring practices.


As per the amendment bill, government departments will no longer need to publish mandatory gazette notifications for routine changes in recruitment rules. This longstanding requirement, which has contributed to administrative delays, will be replaced by a streamlined in-house approval process. Departments will gain the authority to directly modify, update, and implement service rules.


Officials noted that the existing system often caused even minor procedural adjustments to take months for gazette publication, hindering hiring cycles, promotions, and service modifications. The new bill aims to remove these obstacles, promoting faster decision-making and more efficient operations within the administrative framework.


Additionally, the legislation will eliminate outdated terminology and references from previous service rule structures, enhancing clarity and consistency in government HR policies. Departments will be permitted to amend technical service conditions following a 10-day review period, allowing them to adapt more swiftly to operational demands.


The government asserts that this reform will significantly decrease paperwork, enhance departmental autonomy, and modernize personnel management practices. According to the explanatory note of the bill, the objective is to create a recruitment process that is more efficient, responsive, and aligned with contemporary governance needs.


Once enacted, this amendment is expected to benefit thousands of employees and streamline future recruitment efforts throughout the state.
