Even with the Congress leading the state government, it finds itself in a state of organizational disarray. Analysts note that CM Sukhu, Agnihotri, and Pratibha Singh are still dealing with longstanding disagreements regarding the formation of new party committees. However, sources indicate that a much-anticipated restructuring is on the horizon, with Sukhu poised to take the lead.

Holding a significant majority in the 68-member state Assembly with 40 MLAs, the Congress party's organizational framework remains nearly inactive. Following the disbandment of state, district, and block-level committees, only Pratibha Singh remains in her role as PCC president, lacking any functional support.



This absence of a structured administration has hindered party operations and engagement at the grassroots level. Rajani Patil, AICC in-charge for Himachal Pradesh, emphasized during a recent visit that while the Congress is not entirely paralyzed, it urgently requires rebuilding efforts at the grassroots.

Sources suggest that Sukhu, having gained confidence from the central leadership after countering the BJP's alleged 'Operation Lotus' in early 2024, is likely to have the final say on appointments. A senior party member noted, 'CM Sukhu is proceeding cautiously, similar to his approach during the cabinet expansion, as he aims for the 2027 elections and seeks to avoid exacerbating divisions.'
