Cabinet Reshuffle in Himachal Pradesh

Munish Sood
Shimla

On Tuesday, Chief Minister Sukhvinder Singh Sukhu of Himachal Pradesh announced that Sundar Singh Thakur, the MLA from Kullu and currently serving as Chief Parliamentary Secretary (CPS), will soon be appointed to the state Cabinet. This marks a significant reshuffle and expansion of the council of ministers.

During a media briefing in Shimla, Sukhu indicated that Thakur is set to take the oath as a Cabinet Minister, pending formal communication from the Congress leadership. The swearing-in ceremony will be scheduled once the party's approval is secured from Delhi.

The Chief Minister's remarks confirm the anticipated promotion of Thakur and suggest that there may also be changes in the distribution of portfolios among current ministers as part of this Cabinet expansion.

Anticipated Major Portfolio Changes

Currently, there is one vacant position in the Cabinet, which Thakur is expected to fill. However, this process may involve more than just adding a new minister, as a comprehensive reshuffle of existing portfolios is also on the table.

These adjustments are likely to reflect both administrative needs and the political priorities of the government. The final decisions regarding department allocations will be made following the Congress high command's formal endorsement.

Significance of Thakur’s Induction for Kullu and Mandi

Sundar Singh Thakur has represented Kullu since 2017 and has held significant roles in various departments, including energy, tourism, forests, and transport. His promotion is particularly important as Kullu-Manali is a vital tourism destination and a major contributor to the state's economy. This induction will also ensure that Kullu has direct representation in the Cabinet, addressing long-standing demands for increased political influence in the state government.

Moreover, this move could have broader political ramifications for the Mandi parliamentary constituency, where Kullu plays a crucial role in the political dynamics.

Addressing Regional Representation

The proposed Cabinet expansion comes amid ongoing discussions about regional representation. Several key districts, including Kullu and Mandi, currently lack direct representation in the Council of Ministers.

Thakur’s appointment could be seen as a step towards rectifying this regional imbalance while also enhancing the Congress government's political foothold in the Kullu-Manali area.

Awaiting High Command’s Approval

While preparations for the Cabinet expansion are reportedly in progress, the final formal communication from the Congress high command is still pending. The Congress Political Affairs Committee meeting scheduled for August 16 and 17 in Kasauli has been impacted by the ongoing Parliament session and other commitments, causing delays in finalizing the Cabinet reshuffle.

Once the high command's approval is received in Shimla, the swearing-in ceremony is anticipated to take place at Raj Bhavan. Sukhu's confirmation during his media interaction has clarified that Thakur's elevation is no longer speculative, and the Cabinet expansion is now awaiting completion of formalities.
