SHIMLA – In a significant move emphasizing legislative authority, Kuldeep Singh Pathania, the Speaker of the Himachal Pradesh Assembly, is setting an ambitious agenda for the second phase of the Budget Session, which kicks off on March 18.

Shifting away from standard administrative updates, the Speaker has prioritized accountability by calling upon the Chief Secretary to address ongoing delays related to breach of privilege issues.

Bureaucratic Scrutiny
The session begins amid unresolved tensions within the institution.

Currently, there are about seven privilege cases pending, including notable complaints from BJP members and a significant breach of privilege notice lodged by Ayurveda Minister Yadvinder Goma against the Deputy Commissioner of Mandi.

By insisting on a direct explanation from the state's leading bureaucrat, Speaker Pathania is advocating for a strict 'zero-tolerance' stance against bureaucratic negligence.

"The dignity of the House is of utmost importance. Delays in privilege matters mute the people's voice," the Speaker stated, highlighting that institutional effectiveness will be the standard for this session.

834 Questions: A Legislative Challenge

The upcoming session's scale is marked by a flood of inquiries. A total of 834 questions have been submitted, showcasing a proactive legislature eager to challenge the government on various topics, including the 'Pyari Behna' Samman Nidhi and the shift to CBSE schooling.

This includes 665 Starred Questions that require oral responses, facilitating intense follow-up discussions, along with 169 Unstarred Questions that seek comprehensive written answers regarding state governance.

The substantial number of inquiries guarantees that the 13 planned sittings will be a rigorous examination for Chief Minister Sukhvinder Singh Sukhu’s cabinet.

Path to April 2

The legislative agenda is filled with significant events. After the session begins on March 18, attention will turn to March 21, when the Chief Minister, who also manages the Finance portfolio, will unveil his fourth budget.

This will be succeeded by a three-day extensive debate from March 23 to 25, concentrating on the state's financial status and the implications of the cessation of certain central grants.

After nearly two weeks of thorough discussions, the session is set to officially wrap up on April 2.

Global Context: Looking Beyond State Lines

In a forward-thinking initiative, Speaker Pathania has also opened the floor for discussions on international issues. The Assembly is anticipated to engage in talks regarding the Iran–Israel conflict, recognizing how global unrest can directly affect local tourism and the supply chain of essential goods in the mountainous region.

With the Chief Secretary under scrutiny and a daunting list of 834 questions awaiting answers, Speaker Pathania has guaranteed that this Budget Session will be far from ordinary.
