In the wake of relentless rainfall that struck the Seraj region of Mandi district in Himachal Pradesh, flash floods wreaked havoc, isolating entire villages and claiming lives. However, in this dire situation, three individuals emerged not only as leaders but as symbols of hope: Deputy Commissioner Apoorv Devgan, Superintendent of Police Sakshi Verma, and Balh SDM Smritika Negi.
These three officials, each playing distinct roles yet united in purpose, have become the backbone of Mandi’s disaster management efforts. Through sleepless nights and challenging conditions, they have redefined the essence of public service.
Apoorv Devgan: The Driving Force Behind Relief Operations
Deputy Commissioner Apoorv Devgan has been pivotal in orchestrating extensive rescue and relief initiatives. Faced with blocked roads and missing villages, he tackled each challenge with determination, composure, and a clear focus on results.
Devgan worked tirelessly, overseeing logistics, delegating tasks to SDMs and block officials, and ensuring that all departments, from health to revenue, operated at peak efficiency. When roads were impassable, he arranged for air delivery of relief supplies, restoring access to remote areas more swiftly than anticipated.
Local resident Devin Thakur remarked, “Apoorv sir is not just issuing commands from an office. He’s out in the field, enduring the rain like the rest of us. It inspires us.” Teacher Raj Purohit from Bagsaid added, “People often perceive officers as detached, but Apoorv sir is one of us, working harder than anyone I’ve seen.”
From establishing temporary shelters to ensuring equitable distribution of resources, Devgan’s leadership has instilled order amidst chaos. His efforts have not only rebuilt infrastructure but also fostered trust within the community.
Sakshi Verma: A Steadfast Guardian of Law and Order
In the aftermath of the disaster, the task of maintaining law and order fell to SP Sakshi Verma. She rose to the occasion, embodying the role of a protector of dignity and stability.
Verma took charge of patrols in at-risk areas, ensured the safety of relief camps, and coordinated with various departments to clear debris from blocked routes. Her police teams facilitated evacuations, secured affected zones, and maintained order at distribution points.
Ved Chauhan from Thunag praised her bravery, stating, “She is fearless. I’ve seen her coordinating evacuations by the riverbank.” Homemaker Rashmi from Bada panchayat noted, “She’s a mother herself, yet hasn’t returned home in days. That’s true dedication. Her presence reassures us.”
Verma’s blend of professionalism and compassion has made her a reassuring figure in the community. While she shuns the spotlight, locals now regard her as a hero.
Smritika Negi: A Compassionate Approach to Relief Efforts
Among the trio, Balh SDM Smritika Negi is distinguished by her deeply personal approach to relief work. Her contributions extended beyond administrative duties; she leveraged her personal connections to gather substantial donations, facilitated medical assistance for the injured, and personally delivered essentials to remote locations.
“She didn’t inquire if we were from her area — she simply helped,” shared Mahinder from Seraj. “She comforted our children, cried with us, and assured us we would be okay.” Youth volunteer Sheetal Chauhan remarked, “She acts not just as an officer but as a guardian. Observing her inspires us to assist more.”
Her social media presence became a vital tool for real-time assistance, sharing stories and urgent needs that prompted community responses. Volunteers and NGOs rallied to support her efforts, with Smritika at the helm, coordinating with grace and humility.
“She’s not merely a civil servant but a deeply human and inspiring individual,” stated Ajay Banyal, a senior government officer.
A Unified Commitment to Community
What binds these three officers is their determination to approach this tragedy as more than just a job. They have made it personal, immersing themselves in the challenges, sacrificing sleep and comfort, and leading by example,” noted Amit from Janjheli.
Harvinder Singh from Chachyot expressed, “This is the first time I’ve witnessed officials working alongside the community, not above them.”
