Healthcare Projects to Revitalize Dibrugarh's Jalannagar South Tea Estate
New Initiatives for Economic Revitalization
DIBRUGARH, March 6: A significant investment of approximately Rs 120 crore is set to transform non-productive land at the Jalannagar South Tea Estate into three healthcare facilities. This initiative is part of a broader strategy aimed at revitalizing the financially struggling tea plantation while ensuring job security for its workforce.
During the Advantage Assam 2.0 summit, agreements were signed for the establishment of the Manavata Multispecialty Hospital, a branch of MDRC Healthcare Pvt Ltd; the advanced Renu Eye Institute, a project by Maeyes Private Limited; and the Perfect Smile Dental Clinic and Implant Centre, which will also include a dental training institute. These projects are now pending final approval from the State government after receiving clearance at the district level.
Management sources from the tea estate indicated that this diversification effort is crucial, as large areas of the plantation have become unsuitable for tea cultivation due to ongoing flooding, localized waterlogging, inadequate drainage solutions, and rapid urban development surrounding the Jalannagar South Tea Estate.
“These issues have significantly threatened the long-term viability of the estate and the livelihoods of its workers. Currently, the annual revenue from tea production is only around Rs 40-50 lakh, making it increasingly challenging for management to cover wages and salaries. Meanwhile, accumulated losses have reached several crores of rupees,” the management stated.
Mrigendra Jalan, the tea estate director, noted that the State government's policy permitting up to five percent of tea garden land unsuitable for cultivation to be repurposed for non-tea activities has created new avenues for struggling plantations to seek alternative income sources and enhance their financial stability.
Beyond the healthcare initiatives, Jalan mentioned plans to establish various other facilities on the non-productive land, including a wellness spa, sports and recreational complexes, value-added agricultural projects, essential oil distillation units, eco-tourism ventures, and educational institutions. This comprehensive diversification plan is anticipated to attract investments of around Rs 250 crore and create job opportunities for approximately 600 to 800 individuals.
Workers at the tea estate have shown their support for these proposals, and management has already signed a separate agreement ensuring that no permanent workers will be laid off during the diversification process. This agreement also prioritizes employment for eligible members of the tea garden community in the new projects, as informed by Jalan.
Jalan further explained that the management will soon initiate the process of screening and shortlisting eligible candidates from the workers’ community for potential employment in the upcoming projects as they move into the implementation phase.
