Government Introduces Discounted Local Pass for Toll Plaza Residents
New Initiative for Local Residents
In a significant move, the central government has announced relief for non-commercial vehicle owners residing within a 20-kilometer radius of toll plazas on national highways. Starting November 1, 2026, a 'Discounted Local Pass' scheme will be available for eligible local residents. According to the Ministry of Road Transport and Highways, this initiative aims to facilitate affordable daily commuting for those living near toll plazas.
Pass Fee Structure
As per the guidelines issued by the ministry, the annual fee for the discounted local pass will be set at ₹1,500 for toll plazas located outside municipal or local urban limits. For those within these boundaries, the annual pass fee will be ₹3,000.
Eligibility and Usage
This pass will only be valid for non-commercial private vehicle drivers who possess a valid and active FASTag. Eligible vehicle owners can choose between the existing monthly pass or the new annual discounted local pass for their respective toll plaza. The pass will be valid solely for the specific toll plaza for which it is issued.
Exclusions and Application Process
The government has clarified that this discounted pass will not apply to highways or expressways where tolls are collected under a 'Closed User Fee Collection System' or where alternative service roads are available for travelers.
This arrangement has been notified through the National Highway Fee (Determination and Collection) Rules, 2026. Eligible vehicle owners can apply for this pass starting November 1, either at the toll plaza or via the 'Highway Travel' mobile app. Additionally, the ministry noted that the general 'FASTag Annual Pass' introduced last year, priced at ₹3,075, has recently surpassed one million users.
