Investigation Report Submission

The Special Investigation Team (SIT) is anticipated to submit its final report to the Uttar Pradesh government regarding the alleged embezzlement of donations at the Shri Ram Janmabhoomi Temple in Ayodhya on Tuesday. Sources indicate that the investigation found no criminal conspiracy involving the former general secretary of the trust, Champat Rai. However, the report cites negligence and oversight on his part as contributing factors to the identified shortcomings. Additionally, Dr. Anil Mishra has been held accountable for his role in the alleged irregularities. These findings emerge a few weeks after a controversy surrounding the donations sparked significant political and legal turmoil, leading to multiple arrests and an SIT inquiry, with the Supreme Court later intervening.

Court Directives and Recommendations

Earlier this week, the court instructed the SIT to file a status report and issued a notice to the Shri Ram Janmabhoomi Teerth Kshetra Trust. According to sources, the SIT has recommended substantial administrative reforms aimed at addressing systemic flaws rather than merely assigning individual accountability. Key recommendations include a third-party audit of the temple's donation management system to enhance transparency and facilitate independent investigations. The report also suggests that future appointments within the trust should not rely on personal recommendations but should follow a transparent process based solely on merit for specific roles. To strengthen internal controls, the SIT proposed stringent monitoring of officials in charge of the control room and other staff handling donation-related tasks. It also recommended rotating staff involved in counting donations to minimize the risk of collusion or misuse of authority.

Standard Operating Procedures and Investigation Findings

Another significant recommendation emphasizes strict adherence to standard operating procedures (SOPs) governing the collection and counting of donations, as sources revealed that many established protocols were either overlooked or inadequately followed during the investigation period. The issue of donation theft came to light when discrepancies were discovered in the accounts of cash donations made by devotees to the Shri Ram Janmabhoomi Teerth Kshetra Trust, prompting them to file a police complaint. Following the SIT's preliminary investigation, the Uttar Pradesh police arrested eight individuals—Rama Shankar Yadav alias Tinnu, Anukalp Mishra, Avinash Shukla, Karunesh Pandey, Manish Kumar Yadav, Lavkush Mishra, Rama Shankar Mishra, and Subhash Srivastava—who were all associated with the collection and counting of donations at the temple.
