Strengthening Assam's Border Security

New Delhi, Sept 2: Given Assam's pivotal location as a gateway to the Northeast, the Sashastra Seema Bal (SSB) is enhancing its surveillance and intelligence operations through advanced technology and community outreach to combat narcotics trafficking, arms smuggling, human trafficking, and other cross-border crimes.

This renewed emphasis on border security is crucial for Assam, where the rise in narcotics trafficking and organized crime has raised alarms. Security forces are increasingly targeting routes that link the Northeast with neighboring nations to thwart criminal organizations from taking advantage of the region's geographical connections.

The significance of this issue was highlighted during the SSB Investiture Ceremony in New Delhi, where Union Home Secretary Govind Mohan underscored the importance of securing India’s open borders with Nepal and Bhutan while ensuring that the legitimate movement of people and goods remains uninterrupted.

The SSB is tasked with safeguarding approximately 2,450 km of India’s open international borders with Nepal and Bhutan. The India-Bhutan border is particularly critical from Assam's security standpoint due to its proximity and its broader implications for connectivity, trade, and movement across the Northeast.

Assam's role as a key transit and connectivity hub means that any vulnerabilities along its international borders could have repercussions extending beyond the immediate areas.

“Security weaknesses along the India-Bhutan border can thus affect regions far beyond the borders, especially when criminal networks exploit legitimate cross-border movements,” an official stated.

Mohan emphasized that border security is a cornerstone of India’s internal security and commended the SSB for its efforts in managing the country’s open frontiers. “Striking a balance between security, public convenience, and maintaining friendly relations amidst significant legitimate movement across these borders is a vital duty of the SSB,” he remarked.

In contrast to heavily fortified borders, the open frontiers with Nepal and Bhutan pose unique challenges for security forces, as there are no continuous physical barriers to control movement.

Mohan acknowledged the SSB’s initiatives to enhance surveillance through facial recognition technology, radar systems, CCTV cameras, and other modern tools. He also pointed out the force's proactive measures against human trafficking, counterfeit currency, narcotics, and arms smuggling.

For Assam, the focus on technology is crucial as security agencies aim to adapt to the evolving tactics employed by trafficking and smuggling networks. Enhanced surveillance and intelligence-sharing could facilitate the identification of suspicious activities while allowing legitimate cross-border transactions to proceed.

The Home Secretary also mentioned a proposed quadrilateral border security framework by the Ministry of Home Affairs, which includes collaboration among border-guarding forces, state governments, central agencies, and local communities.

SSB Director General Sanjay Singhal noted that the security landscape along international borders is rapidly evolving. He highlighted new challenges posed by hybrid warfare, cyber threats, drone-based risks, and innovative smuggling techniques. Consequently, the SSB is bolstering its operational capabilities with drones, advanced surveillance systems, improved communication tools, and other technological advancements.
