New Delhi, May 31: The Election Commission of India (ECI) has officially launched the enumeration phase for the Special Intensive Revision (SIR) of electoral rolls in the states of Manipur, Odisha, Mizoram, and Sikkim. Booth Level Officers (BLOs) have begun the process of verifying voter information through door-to-door visits.

The ECI announced that this enumeration phase commenced on Saturday as part of the third phase of the revision initiative, which aims to ensure that all eligible voters are included in the electoral rolls while removing ineligible entries.

All eligible voters who submit their Enumeration Forms to the Electoral Registration Officer (ERO) by June 28, 2026, will be incorporated into the draft electoral rolls.

Those who miss the deadline will still have a chance to be included by filing Form-6 along with the necessary declaration during the claims and objections period.

As part of this initiative, BLOs are visiting homes to distribute, collect, and verify Enumeration Forms. Voters also have the option to submit their completed forms online or through the BLOs.

“To maximize outreach, BLOs will visit each household for the distribution, collection, and verification of forms,” the Commission stated.

The ECI has instructed BLOs to carry at least 30 blank Form-6 applications and declaration forms during their visits to facilitate the enrollment of new eligible voters.

In an effort to enhance political party participation in the revision process, the Commission has allowed Booth Level Agents (BLAs) from recognized political parties to collect up to 50 forms daily from the public and submit them to BLOs prior to the draft rolls' publication.

The poll body has also encouraged national and state-recognized political parties to appoint additional BLAs to assist election officials in conducting the exercise smoothly.

The Special Intensive Revision was mandated by the ECI on May 14 under Article 324 of the Constitution and relevant sections of the Representation of the People Act, 1950, affecting 16 states and three Union Territories.

The Commission emphasized that the main goal of this exercise is to ensure that no eligible citizen is excluded from the electoral rolls and that no ineligible individuals are included.

In Manipur, the revision will encompass approximately 20.92 lakh electors, involving 2,996 BLOs and 5,003 BLAs. Odisha has around 3.34 crore electors, supported by 38,123 BLOs and 8,391 BLAs, while Mizoram has 8.75 lakh voters with 1,353 BLOs and 3,430 BLAs. Sikkim has about 4.71 lakh electors, with 572 BLOs and 681 BLAs participating in the process.

The ECI has urged voters in all four states to cooperate with election officials during the ongoing house-to-house verification.
