Doctor's Scheduled Caste Certificate Revoked in Jorhat Due to Misrepresentation

Jorhat, July 17: Recent allegations regarding the fraudulent acquisition of a Scheduled Caste (SC) certificate have emerged in Jorhat district, resulting in the cancellation of the certificate held by a doctor employed at Lakhimpur Medical College and Hospital. This action followed an investigation by the State Level Scrutiny Committee.
On July 2, the Jorhat district administration annulled the SC certificate of Dr. Pallav Bora, who hails from Rangdoi village, after the committee determined that he does not belong to any Scheduled Caste community and had allegedly obtained the certificate through deceitful means.
Official documentation indicates that the committee, in a ruling dated May 27, concluded that Dr. Bora was not affiliated with any Scheduled Caste group and recommended the revocation of his SC certificate.
Pankaj Bora, the Additional District Commissioner of Jorhat, stated that the committee's findings were based on a CID report and other corroborative evidence.
“On May 27, 2026, the Chairman of the State Level Scrutiny Committee issued an order confirming that Dr. Pallav Bora from Rangdoi village does not belong to a Scheduled Caste community. This conclusion was drawn from the CID investigation and supporting evidence,” the ADC explained.
He noted that the district administration reviewed the case and held a hearing on June 20, which included representatives from the Asom Anusuchit Jati Parishad's Jorhat district committee.
“During the hearing, it became evident that the certificate was obtained through misrepresentation and false information. Following the State Level Scrutiny Committee's directives, the Jorhat District Commissioner revoked the certificate on July 2,” he added.
The administration reported that the annulled certificate was recorded under Book No. 222 and Serial No. 22196, originally issued on October 3, 1986.
During the proceedings, Dr. Bora identified himself as an Associate Professor at Lakhimpur Medical College and Hospital.
“According to his statement, he is currently serving as an Associate Professor at Lakhimpur Medical College and Hospital. Copies of the cancellation order have been sent to the Principal of the medical college, the Directorate of Medical Education, and the Health and Family Welfare Department for necessary actions,” he stated.
He further clarified that the cancellation of the caste certificate is a legal and administrative measure stemming from the scrutiny committee's findings.
Any subsequent actions regarding employment or service matters will be handled by the appropriate authorities.
A notice from the Jorhat District Commissioner to Dr. Bora stated, “I am to inform you that the Secretary, State Level Scrutiny Committee, Department of Social Justice & Empowerment, Govt. of Assam, via his order No. eCF No. 629476/713 dated 27/05/2025, concluded that you are not a member of any SC Community and therefore, any SC Certificates issued in your favor are to be cancelled.”
The ADC also mentioned that the administration is investigating similar complaints regarding the misuse of caste certificates.
“There have been allegations in other instances as well. Whenever evidence is available, we conduct thorough verifications, and if certificates are found to have been fraudulently obtained, legal actions are initiated. Several such cases are currently under scrutiny,” he remarked.
This incident has sparked discussions, with authorities indicating that the examination of caste certificate-related complaints will persist in the upcoming months.
