Dhubri's Eviction Drives Resume Amid Controversy Over Thermal Power Project

Dhubri, Jan 6: Eviction operations related to the proposed thermal power project in Assam have recommenced in various villages within the Bilasipara subdivision of Dhubri, with the district authorities proceeding under strict security measures.
According to officials, the current phase of evictions took place in Charuabakhra, Santoshpur, and Chirakuta, focusing on land that has been officially allocated to the Assam Power Distribution Company Limited (APDCL) for the project.
Previous phases have already cleared approximately 3,500 bighas of land for this initiative, as reported by sources.
However, residents facing eviction have strongly disputed the administration's assertions, claiming they are legitimate landholders rather than illegal occupants.
Many families have expressed concerns that the proper procedures for land acquisition were not adhered to, and that the eviction process began without sufficient consultation or notification.
Displaced families mentioned that while alternative land has been designated for them, it was only recently allocated, leaving them with minimal time to move their homes, possessions, and livestock.
“It’s devastating to lose our home. We weren’t given enough time to relocate our belongings. We approached various officials, but were told that since compensation was provided, we should vacate. How can we move in such a short timeframe?” lamented one resident.
Many affected individuals urged the community not to label them as encroachers, asserting that they possess valid land documents and have resided in the area for generations.
While they reiterated their support for development, the families called for adequate rehabilitation, reasonable time for relocation, and strict compliance with legal protocols.
In response, the district administration has ensured a significant presence of security personnel at the eviction sites, particularly in Charuabakhra and Santoshpur, to maintain order.
Officials stated that the evictions are being carried out on land that has been legally transferred to APDCL and in accordance with administrative directives.
This eviction initiative is part of the state government's plan to construct a 3,400 MW thermal power plant, which is considered a crucial element of Assam's long-term energy strategy.
Official estimates predict that the state's power demand will increase to 5,000 MW by 2030 and 7,000 MW by 2035.
In June 2025, Chief Minister Himanta Biswa Sarma requested the support of local residents for the project, promising rehabilitation assistance in accordance with government standards.
He also indicated that the proposed plant is expected to create thousands of direct and indirect job opportunities for local youth.
Initially, the project was intended for Kokrajhar district, but was later abandoned due to opposition from certain groups who claimed it involved attempts to acquire tribal land. The focus was subsequently redirected to Bilasipara in Dhubri district.
