Dhubri District Implements CCTV Mandate for Enhanced Public Safety
New Safety Measures in Dhubri
Dhubri, June 18: In light of recent unrest during the Eid-Uz-Zuha festivities, the Dhubri District Administration has enacted a strict directive aimed at bolstering public safety and restoring order.
This directive, issued by District Magistrate Dibakar Nath, IAS, is in accordance with the Assam Public Safety (Measures) Enforcement Act, 2023. It requires the installation of Closed Circuit Television (CCTV) systems in all public and commercial venues, as well as residential buildings that employ five or more individuals.
According to the official order dated June 16, 2025, all establishments affected by this mandate must ensure that CCTV systems cover all entry and exit points, communal areas, and access roads within their properties in Dhubri district. Furthermore, all recorded footage must be retained for at least 30 days.
Entities subject to this order have a compliance deadline of 10 days from the issuance date to fulfill these requirements. The District Magistrate has warned that failure to comply will result in legal repercussions.
Additionally, the order empowers the Inspector of Police to oversee and report on the installation and operation of CCTV cameras in all required locations to guarantee adherence to the directive.
This initiative has been communicated to key administrative officials, police departments, municipal authorities, and local business leaders, including those from hotels, malls, and petrol stations.
The administration emphasized that this action is intended to uphold peace, safety, and stability in Dhubri following recent tensions, serving as a proactive measure to prevent potential disturbances.
Previously, on June 13, Chief Minister Himanta Biswa Sarma responded to the increase in communal conflicts by announcing a shoot-at-sight policy during nighttime to prevent further unrest.
This decision follows a series of provocations, including the reported discovery of a severed cow head near a Hanuman temple, inflammatory posters, and incidents of stone pelting at night.
“Since Bakri Eid, Dhubri has experienced a troubling surge in communal incidents,” the Chief Minister remarked.
“Nighttime stone pelting has become common, and provocative posters from a group named Nabin Bangla, which seeks to merge Dhubri with Bangladesh, were placed in sensitive areas, including on Army installations,” he added.
