This regulation mandates that only vehicles with a valid Pollution Under Control (PUC) certificate can refuel, aiming to reduce the number of polluting vehicles on the roads. Chief Minister Rekha Gupta has directed strict compliance from petrol pump operators and enforcement agencies to ensure the effectiveness of this initiative. A fine of ₹10,000 will be imposed on violators, and vehicles causing visible pollution may be seized. This comprehensive approach is part of the revised Graded Response Action Plan to improve air quality in the capital.

Delhi Government Implements Permanent 'No PUC, No Fuel' Rule

New Delhi: The Delhi government has decided to permanently enforce the 'No PUC, No Fuel' regulation. Previously, this restriction was only applicable during the pollution season. Chief Minister Rekha Gupta instructed all petrol pump operators and enforcement agencies on Wednesday to strictly adhere to these rules to ensure visible effects on the ground and effectively reduce pollution levels.

Mandatory Valid PUC Certificate
Under this regulation, vehicles without a valid PUC (Pollution Under Control) certificate will not be provided petrol, diesel, CNG, or LPG, aiming to curb the number of polluting vehicles. Rekha Gupta emphasized that a valid PUC certificate is mandatory for every vehicle one year after registration. Despite this, many vehicles continue to operate without a valid PUC, exacerbating the pollution issue.

Ensuring Strict Compliance
The revised Graded Response Action Plan (GRAP) also clearly states that strict adherence to PUC regulations must be ensured. Therefore, to control pollution levels in Delhi, improve air quality, and protect the environment, it has been mandated that only vehicles with valid PUC certificates will be allowed to refuel. All companies supplying petrol, diesel, and gas, along with their retail outlet operators, have been instructed to ensure compliance with this directive. Additionally, the Food and Supply Department, Transport Department, Environment Department, MCD, and Delhi Traffic Police have been directed to implement this order and take strict action against any negligence.

Provision for ₹10,000 Fine
Teams from the Traffic Police, Transport Department, MCD, and other agencies will continuously check roads and petrol-CNG stations to take action. They will also closely monitor vehicles registered in other states and check them as well. Action will be taken against vehicles operating without a valid PUC as per regulations. A fine of ₹10,000 is stipulated for violations. If a vehicle is visibly polluting, it may also be seized.
