Delhi Assembly Speaker Explores Odisha's Paperless Legislative Innovations


Bhubaneswar: The Speaker of the Delhi Assembly, Vijender Gupta, along with his team, has arrived in Bhubaneswar to gain insights into the National e-Vidhan Application (Neva), which has facilitated a paperless legislative framework in the Odisha Assembly, as reported on Tuesday.


This three-day visit, scheduled from April 15 to April 17, aims to allow Speaker Gupta to observe the digital processes employed by the Odisha Assembly.


According to an official from the Delhi Assembly Secretariat, the purpose of this tour is to examine the best practices, technological frameworks, and operational models that Odisha has successfully implemented with NeVA.


Upon their arrival in Bhubaneswar, the Delhi delegation met with Governor Hari Babu Kambhampati, Odisha Assembly Speaker Surma Padhi, and Chief Minister Mohan Charan Manjhi.


The Delhi team comprises Deputy Speaker Mohan Singh Bisht, senior officials from the Delhi Assembly, and key personnel involved in the E-Vidhan initiative.


During the visit, Chief Minister Manjhi showcased the state's innovative digital attendance system, which enables Members of the Legislative Assembly to record their attendance and access daily proceedings through digital dashboards, furthering the objective of a paperless Assembly.


In discussions with Odisha Assembly Speaker Padhi, Delhi Speaker Gupta delved into the specifics of implementing the E-Vidhan system in Delhi.


Speaker Padhi expressed his willingness to provide full support and shared valuable experiences from Odisha's recent shift to a paperless legislative process.


In a separate meeting with the Odisha Governor, Speaker Gupta discussed the Delhi Assembly's plans to transition to a fully solar-powered facility.


He revealed that the Assembly is set to produce 550 kW of solar energy, which is expected to save approximately Rs 15 lakh monthly on electricity expenses.


Motivated by this initiative, Governor Dr. Kambhampati showed interest in establishing a similar solar energy system at the Raj Bhavan. He praised Delhi's forward-thinking approach to merging technology with environmental sustainability, emphasizing its potential as a model for legislative bodies nationwide.
