Dibrugarh, Oct 14: The new Legislative Assembly complex in Dibrugarh is projected to take approximately 30 months for completion. Chief Minister Himanta Biswa Sarma has indicated that the city's significant rainfall over four months each year may impact construction timelines.

During a review of the project on Wednesday, which marked the second day of his visit to Dibrugarh, Sarma noted that about 20% of the piling work has been finalized, and the boundary wall has also been erected.

He stated, “While the project is anticipated to take around 30 months, the heavy rainfall in Dibrugarh for nearly four months annually could slow down the construction process.”

The Assembly complex, with an estimated budget of Rs 284 crore, is designed to accommodate up to 200 legislators.

In July, during a site inspection at Khanikar, Assam Legislative Assembly Speaker Ranjit Kumar Dass referred to the project as the “centrepiece” of the state government's initiative to establish Dibrugarh as Assam's second capital.

The complex is also set to reflect Dibrugarh’s cultural heritage and architectural style, featuring dedicated areas to honor notable figures linked to the city.

Additionally, Sarma reviewed the ongoing renovation and construction at Khanikar Stadium, where concerns were raised regarding the accessibility of the gallery stairs and the quality of bathroom fixtures.

Upon learning about these issues, the Chief Minister personally inspected the gallery stairs to evaluate the situation. He remarked that since the work is still in progress, there is room for adjustments before finalization.

“The work is not yet complete, so there is still scope for correction,” he added.

In May 2025, after a Cabinet meeting in Dergaon, Sarma had shared plans to upgrade the existing stadium into a 35,000-capacity venue, surpassing Guwahati’s Sarusajai Stadium by 10,000 seats.

This project is expected to require an investment of Rs 209 crore.

This two-day visit is part of broader efforts to enhance Dibrugarh’s status as a significant administrative and sports center in Upper Assam.
