Organizational Strategy Unveiled

Munish Sood
Mandi

In preparation for the 2026 Municipal Corporation elections in Mandi Sadar, the Himachal Pradesh Congress Committee has launched a detailed ward-wise committee, deploying senior ministers, MLAs, chairpersons, and party officials across all 15 wards.

This initiative is perceived as a strategic imitation of the Bharatiya Janata Party's long-standing grassroots approach, which has effectively utilized booth and ward-level management for years. This marks the first instance of Congress implementing such a structured and top-heavy deployment in Mandi, aiming to bolster its organizational presence to rival that of the BJP.

Leadership Structure Established

According to the official announcement from General Secretary (Organisation) Vinod Zinta, the committee is spearheaded by:

  • Senior Observer: Mukesh Agnihotri

  • In-Charge: Vikramaditya Singh and Rohit Thakur

  • Co-Incharge: Champa Thakur (District Congress Committee President)

Ward-Specific Leadership Assignments

The party has designated key leaders for each ward to ensure direct accountability and vigorous campaigning at the grassroots level:

  1. Ward 1: Budhi Singh Thakur (Chairman)

  2. Ward 2: Chander Shekhar (MLA)

  3. Ward 3: Anuradha Rana (MLA)

  4. Ward 4: Shashi Sharma (Vice Chairman)

  5. Ward 5: Rakesh Kalia (MLA)

  6. Ward 6: Suresh Kumar (MLA)

  7. Ward 7: Ranjeet Rana (MLA)

  8. Ward 8: Bhuvneshwar Gaur (MLA)

  9. Ward 9: Sanjeev Guleria (Chairman, APMC Mandi)

  10. Ward 10: Sudershan Babloo (MLA)

  11. Ward 11: Vivek Sharma (MLA)

  12. Ward 12: Vikram Sharma (Chairman)

  13. Ward 13: Yashwant Chajta (Vice Chairman)

  14. Ward 14: Maheshwar Chauhan (Vice Chairman)

  15. Ward 15: Lal Singh Kaushal (Vice Chairman)

Support Structure for Campaign

To bolster the campaign efforts, the party has also appointed:

  • Legal Advisors: Advocate Jagdish Thakur and Advocate Bhim Thakur

  • Media In-Charge: Vikas Kapoor

  • Social Media In-Charge: Dinesh Patiyal and Hitesh Thakur

Intensive Ground Campaign Planned

With this organizational framework, Mandi is poised for an unprecedented level of political engagement. Numerous MLAs, chairpersons, and vice chairpersons will actively campaign throughout all wards, directly interacting with voters, managing booth-level dynamics, and addressing local concerns.

This proactive approach signifies a notable shift in Congress's strategy, bringing senior leaders into direct contact with voters at the ward level, a tactic that the BJP has successfully employed for years.

Clear Directives and Accountability

The directive mandates all appointed leaders to take charge of their respective wards starting May 7, emphasizing the need for active participation and accountability. This focus suggests that individual performance at the ward level will significantly influence the party's overall electoral success.

Anticipating a Competitive Election

With Congress adopting a structured election management system akin to that of the BJP, the forthcoming Mandi civic elections are expected to be highly competitive. The effectiveness of this replicated model will be put to the test, where visibility, coordination, and voter engagement are anticipated to play crucial roles in determining the election outcome.
