DIPHU, Aug 17: As the houselisting operation and housing Census are set to begin on August 17, 2026, significant confusion has emerged regarding the appointment of enumerators in the Phuloni Revenue Circle of Karbi Anglong.


The Self Enumeration option for the initial phase of Census 2027 was made available in Assam starting August 2, 2026, allowing residents to submit their household and individual details online. This service was accessible until August 16, just before the Houselisting Operation commenced.


Reports suggest that the Phuloni Circle office is critically understaffed, resulting in chaos during the distribution of Census materials. The late delivery of appointment letters and necessary supplies has created considerable logistical hurdles for many enumerators and supervisors.


There are claims of unequal distribution of Houselisting Blocks, with some enumerators facing overwhelming workloads while others were inexplicably omitted from the duty list.


Enumerators dealing with serious health issues have expressed their frustration, as they were not granted any exemptions despite their conditions. This has led to widespread dissatisfaction among officials who are physically unfit but are still required to participate under difficult circumstances.


Official data indicates that the Phuloni Revenue Circle includes 924 villages across both plains and hilly regions. However, only 540 enumerators and 90 supervisors have been appointed for this vast area, raising concerns about their capacity to adequately cover the designated regions.


Additionally, the appointed staff have encountered significant technical issues with the HLO apps, primarily due to a shortage of technicians. Alarmingly, only one female technician has been assigned to assist with the census operations, leaving many enumerators feeling unsupported in their tasks.
