Significant Advancement in Sports Development

The Central Public Sector Enterprises (CPSEs) are poised to enhance sports development significantly, following the Department of Public Enterprises (DPE) officially designating 'Development of Sporting Activities' as a Common Corporate Social Responsibility (CSR) Theme for the fiscal years 2026-27 and 2027-28.


Transformative Change in CSR Strategy

This initiative represents a transformative change in the DPE's approach to CSR spending, which has historically concentrated on areas like education and healthcare. Since 2018, the DPE has promoted a 'Common CSR Theme,' urging CPSEs to allocate at least 60% of their CSR budgets to priority sectors such as school education and healthcare. Over time, additional themes like health and nutrition have been integrated to ensure targeted interventions and maximize developmental impact.


Sports Now a Dedicated CSR Theme

While promoting sports has always been recognized as a valid CSR activity under Schedule VII of the Companies Act, 2013, it had not previously been established as a dedicated common theme within the DPE framework. Consequently, CSR funding for sports was limited and largely influenced by the individual priorities of CPSEs. Unlike education and healthcare, sports lacked a coordinated policy initiative or a clearly defined set of intervention areas for CSR funding.


Framework and Key Areas of Focus

The DPE's Office Memorandum dated June 18, 2026, rectifies this by incorporating sports as a Common CSR Theme and outlining key intervention areas. These areas include developing sports infrastructure, providing sports equipment, ensuring access to professional coaching, promoting sports, and nurturing athletes.


Anticipated Outcomes and National Goals

The recognition of sports as a Common CSR Theme is anticipated to significantly elevate the visibility and importance of sports in CPSE CSR planning. Given that CPSEs typically align a substantial portion of their CSR spending with DPE-designated themes, this new framework establishes an institutional mechanism for directing CSR resources toward sports development. This decision could unlock further investments in grassroots sports infrastructure, athlete support systems, coaching, and talent development programs nationwide.


Moreover, this notification aligns with the Government's vision under the Khelo Bharat Niti 2025 and the Khelo India Mission, as well as India's goal to become a leading global sporting nation. By creating a structured pathway for CSR investments in sports, this new framework is expected to enhance government efforts to strengthen the sports ecosystem, improve athlete development pathways, and broaden access to quality sporting facilities at the grassroots level.
