Central Government Establishes National Social Security Board for Gig Workers
Introduction of the National Social Security Board
New Delhi, Oct 31: The central government has officially announced the formation of the National Social Security Board aimed at unorganised workers, including gig and platform workers. This initiative is designed to create, oversee, and suggest specific welfare programs to address the social security deficiencies faced by these workers.
Understanding Gig and Platform Workers
Gig workers are individuals who engage in work arrangements that do not follow the conventional employer-employee model, earning income through these activities. In contrast, platform workers utilize online platforms to find and perform their jobs.
Significance of the Board's Establishment
In a significant step towards providing comprehensive social security for India's vast informal workforce, the Ministry of Labour & Employment has announced the establishment of the National Social Security Board for Unorganised Workers and Gig & Platform Workers. This initiative is part of the statutory framework established by the Code on Social Security, marking a pivotal change by incorporating digital gig and platform professionals into the formal welfare system.
Composition and Responsibilities of the Board
The Board will be chaired by the Union Minister for Labour & Employment and will include representatives from both Central and State governments, major aggregator companies, employers, civil society organizations, workers' unions, and associations representing gig and platform workers.
Its primary role will be to design, monitor, and propose targeted welfare schemes to fill the social security void for millions of gig and platform workers, in addition to traditional unorganised workers.
Operational Guidelines and Future Plans
The National Social Security Board is required to convene at least three times a year and will adhere to the procedural rules set by the Central government for conducting its meetings.
Furthermore, the Board will recommend the development of appropriate schemes for various categories of unorganised workers, including gig and platform workers, to the Central government. It will also provide guidance on issues related to the administration of this Code and oversee the social welfare programs for these workers managed by the Central government.
Additionally, the Board will evaluate the record-keeping activities at the State level and review the financial expenditures from the fund, along with any other responsibilities assigned by the Central government as needed.
