Census 2027: Government Allocates ₹4,102 Crore for Training and Infrastructure

New Delhi: The Indian government has allocated ₹4,102 crore to various states and Union territories (UTs) to support the training of census personnel, enhance manpower, improve technical infrastructure, and provide honorariums, as reported in the Rajya Sabha on Wednesday.

In response to a question, Nityanand Rai, the Minister of State for Home Affairs, stated that the initial phase of Census 2027, which involves houselisting and housing census, has already been finalized in 31 states and UTs.

The completion of this first phase is expected in the remaining states by September 2026.

Rai also mentioned that the second phase, known as Population Enumeration, will take place in the UT of Ladakh and in certain snow-affected areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand from September 1 to September 30, 2026, with a revision period set for October 1-5, 2026.

Additionally, self-enumeration will be available from August 17 to August 31, 2026.

The minister highlighted that the training for master trainers, field trainers, enumerators, and supervisors for the first phase of Census 2027 has either been completed or is currently underway, following the established schedule in collaboration with state and UT administrations.

To date, the total funding of ₹4,102 crore has been disbursed to states and UTs for the training of census personnel, technical support, and honorarium payments.

Furthermore, mobile applications and digital platforms, including the Census Management and Monitoring System (CMMS) Portal, have been created for the first phase of Census 2027.

For the first time, respondents will also have the option of self-enumeration through an online portal, and digital tools for the second phase have been developed.
