Aizawl, May 6: The BJP faction within the Chakma Autonomous District Council (CADC) has expressed serious concerns regarding the Mizoram Government's treatment of Autonomous District Councils (ADCs), claiming it has led to a financial crisis due to unpaid salaries and unallocated funds.


In a statement released on Tuesday, the CADC BJP unit criticized the government for its failure to disburse the salary shortfall for the fiscal year 2025-2026, as well as the first-quarter funding for 2026-2027.


The party labeled this delay as “unjustified” and indicative of a biased stance against the ADCs.


According to the BJP, there is an outstanding amount of Rs 6,377.79 lakh, which represents five months of unpaid salaries for CADC employees, significantly hindering administrative operations and affecting the livelihoods of the workforce.


In prior years, such salary deficits were typically addressed alongside the first-quarter allocations, ensuring smooth governance, the party noted.


The situation was described as “step-motherly treatment” towards the three ADCs – CADC, Lai Autonomous District Council (LADC), and Mara Autonomous District Council (MADC) – which operate under the Sixth Schedule of the Constitution.


The BJP argued that withholding necessary financial support undermines the principles of decentralization and self-governance, negatively impacting residents in the ADC regions.


On Tuesday, BJP district leaders submitted a representation to the Mizoram Governor via the Sub-Divisional Officer (Civil) in Chawngte, advocating for the immediate release of the pending funds as a one-time financial aid from the current state budget.


The CADC BJP unit dismissed claims that the financial crisis is due to excessive recruitment, instead attributing the issue to systemic problems such as inadequate funding allocations, non-implementation of State Finance Commission recommendations, and the failure to incorporate revised salary estimates in future budgets.
