Bihar's Special Intensive Revision: 98.2% Voter Documents Submitted Ahead of Deadline

Voter Document Submission Progress in Bihar

The Election Commission of India (ECI) announced on Sunday that it has successfully collected documents from 98.2% of voters in Bihar, with only eight days remaining in the Claims, Objections, and Documents phase of the Special Intensive Revision (SIR) of the electoral roll. According to a press release, the data from the state Chief Electoral Officer's office indicates that from June 24 to August 24, 2025, 98.2% of electors have submitted their documents.

“This translates to an average submission rate of approximately 1.64% per day. With just 1.8% of electors yet to submit their documents, there are still eight days left until September 1,” the ECI stated. The collection of Enumeration forms is currently in progress, with Booth Level Officers (BLOs) and volunteers actively gathering the necessary documents, and it is anticipated that the task will be completed ahead of schedule.

The Election Commission has confirmed that efforts are being made to verify the submitted documents simultaneously by the 243 Electoral Registration Officers (EROs) and 2,976 Assistant Electoral Registration Officers (AEROs). “Out of a total of 7.24 crore electors listed in the draft rolls, only 0.16% of Claims and Objections have been filed so far. This includes 10 from the Booth Level Agents (BLAs) of 12 recognized political parties in Bihar, none from individuals who are not electors in that Assembly Constituency, and 121,143 from electors within their respective Assembly Constituencies,” the ECI reported.

The press release further highlighted that 328,847 new electors who turned 18 years old on or before July 1, or will reach that age by October 1, have also submitted their Form 6 and Declaration. “The SIR process in Bihar is proceeding as planned. The concerned EROs and AEROs are expected to finalize decisions on all Claims and Objections received, along with the verification of eligibility documents, by September 25, 2025. Following a final review, the Final Electoral Rolls will be published on September 30, 2025,” the ECI added.
