Stakeholder Consultation Meeting on Bihar AI Policy 2026

The Department of Information Technology organized a stakeholder consultation meeting today in Patna to discuss the "Bihar AI Policy 2026 (Draft)." The meeting saw participation from Minister Nitish Mishra, Chief Secretary Pratyay Amrit, and Secretary Abhay Kumar Singh, along with representatives from various national and international organizations, industries, and educational institutions. Minister Nitish Mishra emphasized that it is time for Bihar to rise.


 


He stated that the state is entering a new era of rapid development, urging the industrial sector to actively engage in this transformation. Mishra highlighted that artificial intelligence (AI) will provide Bihar with a new identity, fresh opportunities, and a robust platform for global competition, positioning the state as a leading center for innovation in the country.


 


According to Mishra, under the leadership of Chief Minister Samrat Chaudhary, an investor-friendly environment is being cultivated in Bihar. The government is prioritizing the Ease of Doing Business to ensure that all approvals, permits, and essential services are delivered in a timely and transparent manner. He stressed the need to change outdated perceptions about Bihar, asserting that today’s Bihar is a hub of possibilities, innovation, and entrepreneurship. The state is now advancing with the mantra of 'Migration to Innovation' and 'Brain Drain to Brain Gain.'


 


Bihar's talents are evolving from merely seeking jobs to becoming creators of employment and opportunities. The minister proposed that the AI policy should be broadened to include export promotion and green energy, enabling Bihar to emerge as a center for technology-driven development, sustainable industrialization, and global investment. He expressed confidence that the synergy of industry, innovation, AI, and good governance will position Bihar as a leader in the nation’s development journey in the coming years.


 


Chief Secretary Pratyay Amrit reiterated that the Ease of Doing Business is among the government's top priorities, with ongoing efforts to simplify regulations across various sectors. He encouraged the representatives present to act as ambassadors for Bihar's development, opportunities, and positive changes, emphasizing their crucial role in promoting the state’s new identity and potential to the world. He assured that the government would provide full support to all stakeholders.


 


Secretary Abhay Kumar Singh expressed optimism that these policies would attract more investment, create new job opportunities, and invigorate the state's economy. He noted that the real benefits of these initiatives would materialize only when industries and investors actively participate in Bihar's development. During the discussions, topics such as AI research, startup ecosystems, skill development, training programs for students and teachers, open data policy, data centers, cybersecurity, responsible AI, large language models (LLMs), digital infrastructure, and investment in AI-based industries were thoroughly explored.


 


Participants emphasized the need to make the policy simple, practical, and industry-friendly, creating a conducive environment for AI companies and positioning Bihar as a key center for AI innovation and technology-led growth. Notable attendees included Special Secretary (Home) Kshatranil Singh, Special Secretary of the Department of Information Technology Arvind Kumar Chaudhary, along with experts and industry representatives from IndiaAI Mission, Google India, Microsoft India, Sarvam AI, BharatGPT, NASSCOM, IIT Patna, C-DAC, NIELIT, MithilaStack, and other leading national and international institutions who shared their valuable insights and suggestions.
