Patna: On June 22, 2026, a high-level review meeting was convened at 5:30 PM to ensure the peaceful and harmonious observance of the upcoming Muharram festival, tentatively scheduled for June 26, 2026. This meeting involved district magistrates (DMs), senior superintendents of police (SSPs), and superintendents of police (SPs) from all districts, who were issued directives regarding communal harmony, preventive security measures, and administrative guidelines.

Key Directives from Chief Secretary Pratyay Amrit

* Complete Licensing for Processions: The Chief Secretary emphasized that no Muharram procession in any district will be allowed without prior licensing.

* Strengthening Peace Committees: Immediate meetings of peace committees should be convened in sensitive police stations and subdivisions to foster community coordination. Local committee members should assist in identifying anti-social elements.

* Ban on Provocative Music and DJs: A strict prohibition on the use of DJs, communal slogans, and provocative songs will be enforced as a primary condition for procession licensing.

* Control of Noise Pollution: Compliance with previously issued departmental circulars regarding the use of loudspeakers will be strictly enforced. Violations of the prescribed decibel limits will result in punitive action, and loudspeakers will not be permitted during restricted nighttime hours.

Security and Legal Instructions from the DGP

* Intensive Patrolling in Sensitive Areas: Special and intensive police patrols will be ensured in previously identified communal hotspots. Close monitoring will be maintained on non-traditional or controversial routes for processions.

* 24/7 Cyber Surveillance on Social Media: Continuous monitoring of social media for hate speech or inflammatory comments among different religions, castes, or communities will be conducted. Any such posts will lead to immediate FIRs under relevant sections of the Indian Penal Code.

* Swift Preventive Action: Suspected troublemakers intending to disrupt peace will be detained immediately. Quick arrests will be made under non-bailable sections for involvement in anti-social activities.

* Ban on Controversial Displays and Weapons: Any controversial or offensive displays that could incite communal tension during processions will be prohibited. Additionally, there will be a complete ban on the open display of any lethal, sharp, or illegal weapons outside the scope of licensing. Organizers must provide adequate security bonds as mandated by the subdivision administration.

* Protection of Religious Sites: Any individuals attempting to damage or desecrate religious sites will be promptly identified and face stringent legal action.
