Aatmanirbhar Himachal: A Vision or an Illusion?

S Gopal Puri

SHIMLA — The initiative of 'Aatmanirbhar Himachal' (Self-Reliant Himachal) has become a fundamental aspect of Chief Minister Sukhvinder Singh Sukhu’s governance. However, as the administration promotes a narrative of economic change, concerns are emerging from various sectors within the state: Is this vision being realized, or is it simply a well-crafted illusion?

In an insightful interview, Munish Sharma—a seasoned entrepreneur, notable social activist, and key member of the Basketball Federation—offers a candid assessment of the current situation in the region. He sheds light on the disconnect between high-level policies and the realities faced by local businesses.

The Economic Divide: Business Challenges Amid Transition

While the Chief Minister aims for a self-sufficient state by 2032 through green initiatives and fiscal reforms, local entrepreneurs describe a contrasting reality.

  • Market Stagnation: Sharma emphasizes that the 'Self-Reliant' label has not yet permeated local markets, where small businesses are grappling with liquidity issues and escalating operational expenses.

  • Infrastructure Deficiencies: Outside of popular tourist areas, the state’s business infrastructure is inconsistent, hindering the promised 'ease of doing business' that the government advocates.

Beyond Financial Metrics: Youth and Sports Development

As a prominent figure in the Basketball Federation, Sharma argues that true self-reliance cannot be achieved without a strong foundation in social and athletic development. He identifies a significant gap:

  • Talent Exodus: The absence of top-notch sports facilities is driving the youth of Himachal to seek opportunities elsewhere.

  • Social Stagnation: In the absence of a vibrant local economy, social welfare remains reliant on subsidies rather than fostering sustainable growth.

“True self-reliance isn’t found in a government manifesto; it’s reflected in the confidence of a local trader and the opportunities available to a village athlete.” — Munish Sharma

The Path Forward

The Sukhu administration stands at a pivotal moment. Although the 'Aatmanirbhar' strategy is conceptually sound, Sharma’s observations indicate that the government must shift from merely announcing policies to effectively implementing them at the grassroots level. This is crucial to prevent the business community from further decline. As the state grapples with its financial challenges, the ongoing dialogue between policymakers and grassroots leaders like Sharma will be vital in determining whether Himachal can truly achieve self-reliance or will continue to rely on political rhetoric.
