Assam's New Emergency Alert System Now Fully Operational

Guwahati, June 5: The Assam State Disaster Management Authority (ASDMA) has announced that the Cell Broadcast System (CBS), an advanced public emergency warning mechanism initiated by the Government of India on May 2, is now fully functional throughout the state.
Development and Functionality
This innovative system was created by C-DOT in partnership with the Department of Telecommunications, the National Disaster Management Authority (NDMA), and the Ministry of Home Affairs. It allows officials to send immediate, geo-targeted emergency notifications to all mobile devices within a specified area.
The CBS is designed for nationwide use, including in Assam. A comprehensive test was carried out on May 2, demonstrating its effectiveness during actual emergencies in various states.
However, in states like Assam, where the Model Code of Conduct was active, this test was not conducted.
Emergency Alerts and Public Awareness
The CBS is responsible for delivering urgent and time-sensitive messages regarding potential disasters to all mobile users in a defined geographical zone, regardless of whether they are residents or visitors.
As the CBS is implemented, citizens may receive alerts on their devices related to emergencies. These alerts are designed to trigger a loud audio notification on mobile phones for about 30 seconds upon receipt.
To prevent panic and confusion, the public is urged to remain calm when receiving these alerts.
Nature of Alerts
These notifications are official communications issued solely by authorized government bodies during real emergencies, such as severe weather events like storms, heavy rainfall, lightning, cyclones, floods, flash floods, or incidents like gas leaks.
The alert will appear as a pop-up on mobile devices, accompanied by a unique loud tone and vibration. For compatible devices, the message will also be read aloud.
Advantages of CBS
The CBS is significantly more dependable than conventional SMS alerts. It remains operational even during network congestion and ensures that all mobile users in the targeted area, including those roaming, receive the messages. The system supports multiple languages and functions across 2G, 3G, 4G, and 5G networks.
