Overview of Assam's Budget for 2026-27

On Friday, Assam's Chief Minister Himanta Biswa Sarma stated that the state budget for 2026-27 reflects the BJP government's "resolution document." The budget outlines significant increases in capital expenditure, substantial investments in infrastructure, healthcare, and energy, along with initiatives aimed at welfare, women's empowerment, and environmental protection. During a media briefing following the presentation of the budget by Finance Minister Jayant Mallabarua in the Assam Assembly's budget session, which commenced on July 6, Sarma noted that the state's capital expenditure has surged nearly tenfold over the past decade.

Capital Expenditure and Tax Proposals

In the fiscal year 2015-16, capital expenditure was recorded at ₹2,951 crores, which has now escalated to approximately ₹29,000 crores in the current budget. The government has proposed tax exemptions across various sectors and plans to impose a 'green cess' on polluting industries, with the revenue earmarked for climate change initiatives and green projects. Sarma emphasized that this budget embodies their 'resolution document.'

Job Creation and Welfare Initiatives

The Chief Minister announced an ambitious goal of creating 200,000 jobs, supported by the establishment of a task force led by the Chief Secretary to oversee the recruitment process. Starting in August, all welfare schemes will be relaunched, with an allocation of ₹6,000 crores dedicated to major welfare programs. Additionally, Sarma declared that men who engage in multiple marriages or are convicted under criminal law will be ineligible for government welfare benefits, a move aimed at promoting women's empowerment and gender justice.

Infrastructure Development Plans

Regarding infrastructure, the government has proposed an investment of ₹10,000 crores under the 'Assam Mala 4.0' initiative. Land acquisition has commenced for the expansion of Doloo Greenfield Airport and Rupsi Airport, with ₹3,000 crores allocated for the Doloo Airport project.

Investments in Power and Health Sectors

The budget includes a proposed investment of ₹77,353 crores in the power sector and allocates ₹2,100 crores for the proposed 'New Guwahati Satellite City,' with a total land acquisition cost estimated at ₹6,000 crores. In terms of healthcare initiatives, Sarma highlighted the state's goal of training 2,300 doctors by 2030 and becoming the first state to deploy a doctor at every health sub-center. He also announced plans to establish two modern integrated academic complexes.
