Guwahati, July 10: On Friday, Assam's Finance Minister Jayanta Mallabaruah unveiled the State Budget for the fiscal year 2026-27, detailing a strategic plan focused on enhancing infrastructure, welfare, healthcare, job creation, and maintaining fiscal stability.
The Budget introduced the Ashtadash Mukutar Unnoyonee Mala, a collection of 18 flagship initiatives designed to foster a 'Surakshita, Samriddha, Bikashita Asom' through targeted developmental efforts.
Key announcements included a proposal to raise the MLA Local Area Development Fund to Rs 1.5 crore per MLA for 2026-27, increasing to Rs 2 crore from 2027-28. The government also aims to boost development in Barak Valley with plans for an AIIMS satellite center in Sribhumi and a conventional zoo in Silchar. Additionally, a unified 112 emergency response system will be launched, and a Rs 550-crore Proton Therapy Centre will be established at Gauhati Medical College and Hospital.
The Budget Estimates for FY 2026-27 anticipate total receipts of Rs 1,51,843.23 crore from the Consolidated Fund of the State, which includes Rs 1,18,562.23 crore from the Revenue Account and Rs 33,281 crore from the Capital Account. The projected expenditure stands at Rs 1,56,714.88 crore, leading to an overall Budget deficit of Rs 419.26 crore.
Furthermore, the Budget outlines a fiscal deficit of 3% of GSDP, with public borrowings estimated at Rs 30,000 crore for 2026-27. The debt-to-GSDP ratio is projected to be 24.81%, remaining within the acceptable fiscal limits.
