Guwahati, Oct 1: The State Education Department has provided significant relief to Special Recruitment Drive (SRD) teachers by agreeing to process their salaries using the previous system via the old Drawing and Disbursing Officer (DDO) codes.
Education officials at the district level are being informed about this decision. Reports indicate that salary bills for SRD teachers will be processed using the old DDO codes that were in effect as of June 2026 or earlier.
Inspectors of Schools, District Elementary Education Officers, and Block Elementary Education Officers have been instructed to urgently submit the necessary bills to the respective treasuries.
This development follows ongoing protests by SRD teachers who opposed the government's decision to switch their salary disbursement to the Samagra Shiksha Assam under the SNA-SPARSH module. The teachers contended that this new arrangement did not align with their status after being regularly appointed and called for a return to the previous treasury-based salary system.
On Monday, numerous SRD teachers from various regions of the State assembled outside the Directorate of School Education (Elementary) office in Kahilipara, seeking clarification regarding the government's commitment to address the salary disbursement issue.
The teachers expressed dissatisfaction with what they perceived as the government's failure to revert to their former salary disbursement method, instead of implementing the SNA-SPARSH module.
Previously, on Saturday, the Association of SRD Teachers had warned of potential legal action against education officials and planned to surround the Directorate of Elementary Education if the salaries of teachers regularized through the SRD were processed via the SNA-SPARSH module. This warning was issued during a protest meeting at the State Teachers’ Bhawan in Chandmari, which was attended by SRD teachers and representatives from various teachers’ organizations.
The Association highlighted that 35,133 teachers, who were initially hired on a contractual basis under the Sarba Siksha Abhiyan, were appointed to regular positions in lower and upper primary schools through the special recruitment process. After their regular appointments, they transitioned from the Sarba Siksha Abhiyan and began receiving salaries through the State treasury, similar to other regular teachers.
The controversy began following a government order on July 31 that initiated the transition to salary disbursement through the SNA-SPARSH module. The Association raised concerns that this change would once again subject the regularized teachers to a scheme-based payment system.
