Assam Cabinet Introduces Green Cess Policy for Sustainable Development

Guwahati, Sept 8: The Assam Cabinet has sanctioned a new framework aimed at imposing a green cess on various sectors that utilize natural resources. The funds raised will be allocated towards sustainable development projects throughout the state.
During a press briefing following the Cabinet meeting, Chief Minister Himanta Biswa Sarma stated, "The Cabinet has endorsed the Assam Green Cess Policy, 2026, which outlines the framework for implementing green cess in specific sectors that require regulation for sustainable development."
He further explained that the revenue generated will support initiatives such as the renovation of embankments and the financing of solar energy projects.
The Cabinet has agreed to impose green cess on several activities, including stone-crushing operations, brick kilns, imported timber, industrial units based on pollution indices, the transfer of ownership of used vehicles, and the commercial extraction and use of groundwater.
In addition, the Cabinet, led by the Chief Minister, has approved an increase in the upper age limit for ex-servicemen applying for grade III and grade IV government positions from 42 to 45 years.
The Cabinet also sanctioned the organization of Khel Maharan at two levels: Shoishab Krida Samaroh for players under 12 and Khel Maharan for those above 12, scheduled to take place from November 7 this year.
The Shoishab Krida Samaroh aims to identify 300 talented players and provide them with structured training and resources to excel in various sports.
The competitions will encompass eight sports disciplines: athletics, yogasana, chess, boxing, aquathlon, football, volleyball, and swimming.
Moreover, the Cabinet has approved a reduction in the qualifying service period for promotion from computer operator to junior administrative assistant at the Assam Secretariat from four years to three years.
Additionally, a budget of Rs 109.38 crore has been allocated for distributing free bicycles to students in class IX for the academic year 2025-26.
