Launch of Census-2027 Digital Tools


New Delhi, Mar 5: On Thursday, Union Home Minister Amit Shah initiated the soft launch of four innovative digital tools and officially introduced the mascots, "Pragati" (female) and "Vikas" (male), for the forthcoming Census-2027.


The Centre for Development of Advanced Computing (C-DAC) has designed these advanced digital platforms to streamline enumeration activities throughout India, as stated by the Home Ministry.


"Census-2027, which will occur in two phases, is set to be the largest census undertaking globally. This will mark the first instance of a digital census, and for the first time, a Self-Enumeration option will be available," the ministry highlighted.


The mascots, “Pragati” and “Vikas,” are envisioned to represent approachable and relatable figures for Census-2027, embodying the equal involvement of both genders in the mission to transform India into a developed nation by 2047.


These mascots will play a crucial role in communicating information, objectives, and essential messages regarding Census-2027 in a manner that is accessible to various segments of society, according to the ministry.


In addition to the mascots, the Home Minister also soft-launched four digital tools created by C-DAC to aid enumeration efforts nationwide.


One significant platform is the Houselisting Block Creator web application, which enables officials to digitally generate houselisting blocks utilizing satellite imagery.


This tool aims to enhance geographic coverage and improve the accuracy of mapping for the census.


Another vital tool is the HLO mobile application, a secure offline app that enumerators will use to gather houselisting data directly from households.


This application will facilitate the digital upload of data, minimizing the reliance on paper documentation.


For the first time, the government is also launching a Self-Enumeration portal, allowing eligible household members to submit their information online prior to the commencement of field operations.


Once the information is submitted, households will receive a unique Self-Enumeration ID, which enumerators can later verify during the survey.


The fourth platform, the Census Management and Monitoring System portal, serves as a centralized digital system to assist authorities in planning, managing, and monitoring all census-related activities.


Officials at sub-district, district, and state levels will have the capability to track the progress of enumeration and field operations in real-time through an integrated dashboard, as per the ministry.
