2 tablespoons *besan* (gram flour) or rice flour
1-2 finely chopped green chilies

1/2 teaspoon red chili powder (optional)
1 pinch asafoetida (*hing*)
1 tablespoon finely chopped coriander leaves

1 teaspoon cumin seeds
2 tablespoons *paneer* (cut into small pieces)
1/2 cup boiled green peas
1/2 boiled potato
1 teaspoon finely chopped onion
1 teaspoon tomato
1 teaspoon boiled beans
1 pinch asafoetida (*hing*)
1/2 teaspoon red chili powder
1/2 teaspoon *chaat masala* or *garam masala*

**Method**
To create the stuffed oats *chilla*, start by preparing the stuffing. Heat 1 tablespoon of oil in a pan and add the cumin seeds to roast them. Then, incorporate the onion and tomato along with a pinch of asafoetida, turmeric, red chili powder, and salt; sauté for about a minute. Mix in the boiled green peas, chopped paneer, boiled potato, and boiled beans thoroughly. Once done, transfer the mixture to a bowl and let it cool.
In a separate large bowl, combine 2 tablespoons of gram flour (besan) or rice flour. Grind the oats in a mixer until they are finely powdered and add them to the flour mixture. Include a pinch of asafoetida, red chili powder, and chaat masala or garam masala. Add the vegetable stuffing to this mixture and blend everything well. Finally, season with salt and add water to create a thick batter.
