Ukraine's Security Council Secretary Visits India Amid Tensions

In a significant development, Rustam Umerov, a close aide to Ukrainian President Zelensky and Secretary of Ukraine's Security Council, has made his first visit to India following the arrest of six Ukrainians and one American citizen. During his trip, he engaged in extensive discussions with India's National Security Advisor Ajit Doval and External Affairs Minister S. Jaishankar in New Delhi. This visit comes at a time when diplomatic and legal tensions between the two nations are at a peak. A key point of concern is an incident that occurred on March 13, when Indian security agencies apprehended six Ukrainians and one American. The National Investigation Agency (NIA) has leveled serious allegations against them, claiming they entered India on tourist visas with the intent to provide drone warfare training and arms to rebel groups in Myanmar.

Ukraine had previously reacted strongly to these arrests, issuing a protest note demanding the release of its citizens and suggesting that they may have crossed the border inadvertently due to unclear boundaries. Against this tense backdrop, Umerov's visit raises several questions. However, the primary agenda of the meeting between NSA Doval and Umerov focused on bilateral relations and the ongoing war situation. Randhir Jaiswal, spokesperson for the Ministry of External Affairs, shared a photo of the meeting on social media, indicating that both sides reviewed the security situation. Doval reiterated India's commitment to peace, emphasizing that it should be achieved through dialogue and diplomacy, and clarified that no issue can be resolved on the battlefield.

Following the meeting, Umerov stated that he had briefed Doval on the realities on the front lines. He expressed gratitude for India's understanding in seeking solutions. It is believed that discussions regarding the detained Ukrainian citizens also took place behind closed doors, although this has not been confirmed by Indian officials. Umerov also held a separate meeting with External Affairs Minister S. Jaishankar, where the focus was on agreements made during Prime Minister Modi's visit to Kyiv in August 2024. Ukraine is keen for India to expedite the implementation of these agreements and play a proactive role in restoring peace. While no specific information regarding the arrests of Ukrainian citizens has been disclosed, Umerov's visit is being closely linked to this issue.
