According to a recent analysis by the Congressional Research Service, Pakistan continues to be a central hub for various terrorist organizations, including those that target regions like Jammu and Kashmir in India. The report emphasizes that numerous terror groups focused on India remain operational within Pakistan, raising ongoing concerns regarding cross-border terrorism. It indicates that Pakistan acts as both a base for these groups and, at times, a target for armed non-state actors. Many of these organizations have been active since the 1980s, showcasing the deep-rooted nature of militant networks in the area.

US officials have pinpointed Pakistan as a significant location associated with various terrorist factions. Out of 15 identified groups, 12 have been classified as Foreign Terrorist Organizations (FTOs) under US legislation. While the majority of these groups are motivated by Islamist extremist ideologies, the report clarifies that not all of them fit this description.


Pakistan Tops Global Terrorism Rankings

Recently, the Global Terrorism Index (GTI) 2026 ranked Pakistan as the nation most affected by terrorism worldwide, reflecting a troubling increase in violence with 1,139 fatalities and 1,045 incidents reported in 2025. With a score of 8.57, Pakistan has overtaken Burkina Faso as the country most impacted by terrorism. This marks the highest level of terrorism in Pakistan since 2013 and its first time at the top since 2011, as reported by the Institute for Economics and Peace (IEP), an independent think tank based in Sydney.

The report highlights that Pakistan's fraught relationships with neighboring countries, coupled with escalating violence from groups like the Tehrik-i-Taliban Pakistan (TTP) and the Balochistan Liberation Army (BLA), have led to significant security challenges. Historically, Pakistan has faced global criticism for offering safe havens and logistical support to various terrorist organizations operating in the region. Currently, it is engaged in a cross-border conflict with Afghanistan, which recently escalated following a devastating airstrike on a Kabul hospital that resulted in at least 400 casualties. This incident is now considered one of the most severe in Afghanistan since the 2021 Kabul airport bombing.

In 2025, Pakistan faced international backlash after a deadly terrorist attack in Jammu and Kashmir's Pahalgam in April. During a UN session, India condemned Pakistan as a 'rogue state' that supports terrorism, exposing its long history of backing and financing terrorist groups.
