TCS Secures ₹122.6 Crore Contract to Enhance Odisha's Digital Governance

Tata Consultancy Services has been awarded a ₹122.6 crore contract to enhance the Odisha State Workflow Automation System (OSWAS 3.0). This project aims to modernize the state's digital governance framework, extending TCS's partnership with the Odisha government for six more years. The new platform will integrate advanced technologies like AI and workflow automation, facilitating efficient digital file processing and real-time tracking. With a focus on mobile accessibility and improved administrative capabilities, OSWAS 3.0 is set to transform governance in Odisha, benefiting over 50,000 users across the state.

TCS to Upgrade Odisha's Workflow Automation System


New Delhi/Bhubaneswar: Tata Consultancy Services (TCS), a leading IT firm, has secured a contract valued at ₹122.6 crore to advance the Odisha State Workflow Automation System (OSWAS 3.0).


This initiative aims to enhance the state's digital governance framework and will extend TCS's collaboration with the Odisha government for an additional six years, as stated in a regulatory announcement on Tuesday.


The upgraded platform, utilizing TCS DigiBOLT, will incorporate workflow automation, analytics, security features, and AI capabilities to create a cohesive digital environment for government entities.


It will streamline digital document processing, electronic approvals, and real-time monitoring throughout the state's administrative framework.


"With a modern microservices architecture, artificial intelligence, improved security, interoperability, and web accessibility, this platform will ease administrative processes by minimizing obstacles in routine operations, facilitating quicker and more informed decision-making from any location," said Vishal Kumar Dev, IAS, Additional Chief Secretary to the Government, E&IT Department, and Chairman of the Odisha Computer Application Centre (OCAC).


OSWAS was initially launched in 2009 by TCS to digitize file management and official communications within the Odisha Secretariat. The system was expanded in 2018 with version 2.0 to encompass directorates and districts. Currently, it serves over 4,600 government offices and nearly 50,000 users across the state.


Sushil Jain, Head of Public Services India at TCS, emphasized that the new platform will be "mobile-first," aimed at equipping officials with enhanced speed and visibility, while bolstering accountability and fostering a more interconnected and responsive administration.
